Job PurposeThe Humanitarian Programme Specialist ensures the effective management of UNFPA activities in the areas of emergency and humanitarian response.
S/he oversees programme formulation, implementation and evaluation, joint programming initiatives and national development frameworks.
S/he leads the programme team in providing technical advice and support to the Ministries of Health and Interior & Co-ordination and collaborates with the CO’s operations and administrative support staff.
S/he oversees the achievement of emergency and humanitarian programme results by ensuring appropriate policies and procedures are applied by programme team, and appropriate monitoring and oversight mechanisms and systems are established and implemented.
Main Tasks & Responsibilities
In collaboration with Ministry of Health, Division of Emergency and Disaster Risk Management, and Ministry of Interior and Coordination of National Government, National Disaster Operations Centre (NDOC), NGOs and other partners, the Humanitarian Programme Specialist oversees the formulation and design of the country emergency and humanitarian response programme and its component programmes in line with Kenya Government priorities and according to UNFPA programme policies and procedures.
Actively participates in technical working groups in UNDAF Strategic Result Area on Environmental Sustainability, Land Management & Human Security to advance UNFPA’s area of work.
Backstops the Representative in the UN Humanitarian Technical Working Group and other similar fora as necessary;
Reviews the political, social and economic environment in Kenya relevant to emergency and humanitarian response, and pursues opportunities for UNFPA assistance and intervention.
Assesses implications of new policy developments and strategies on programme execution and ensures appropriate implementation.
Actively provides the MOH with technical advice on the forecasting, procurement and pre-positioning of commodities in contingency and emergency preparedness planning
Promotes the use of the National Guidelines on the Medical Management of Rape and sexual violence, IASC GBV and HIV & AIDS guidelines in emergencies and the RH refugee field manual
Oversees emergency and humanitarian response implementation, establishing collaborative partnerships and representing the office in meetings with UNOCHA, the Kenya Humanitarian Forum and other humanitarian fora.
Provides regular information on UNFPA humanitarian response initiatives and advocates for the integration of reproductive health and gender concerns into humanitarian response;
Ensures the inclusion of RH and gender and the MISP within common standards for assessments and contribute to the monitoring and reporting on humanitarian programmes and needs issues (includes assessments and surveys) with a focus on gender and Reproductive Health needs
Ensures the creation and documentation of knowledge about current and emerging RH/HIV& AIDS, GBV and gender issues in emergency and humanitarian response through the analysis of programme strategies, approaches and on-going experience for lessons learned, best practices, and uses this knowledge for information sharing and planning future strategies
Participates in advocacy and resource mobilization efforts of Country Office by ensuring the inclusion of the MISP and GBV in emergency and humanitarian response funding appeals (CERFs, CAPS, Flash Appeals and other Emergency Response Appeals) and preparation of documentation, i.e. sitreps, programme summaries, conference papers, speeches, donor profiles, and participating in related donor meetings and public information
events.
The Humanitarian Programme Specialist oversees the work of the programme team as well as consultants, advisors, and experts and establishes and maintains collaborative relationships with counterparts in government, multi-lateral and bilateral donor agencies and civil society to address emerging issues.
S/he must effectively influence counterparts from diverse backgrounds to contribute to achieving UNFPA’s mandate.
Internal contacts include the Representative, Deputy Representative and the CO’s programme team. External contacts include other UN agencies in country, and counterparts and partners in Country programme activities, including international NGOs, experts etc.
Qualifications and Experience
Education:
Post-graduate university degree in public health, medicine, sociology, gender, economic, international relations, international development, management and/or other related social science field;
Knowledge and Experience:
Five years experience with increasing professional experience and responsibilities, at national level, in population and development, sexual and reproductive health and gender;
Substantive experience with Minimum Initial Service Package (MISP) for Reproductive Health (RH) implementation and RH Emergency Kits;
Strong analytical, co-ordination and organisational skills;
Experience in programme and technical assistance with the UN system, international NGOs and Civil Society Organisations an asset.
Languages:
Fluency in English is required. Knowledge of Kiswahili is desirable.
