Background

The Land, Housing and Shelter Section, in the Urban Practices Branch within UN-Habitat, hosts the Secretariat of the Global Land Tool Network (GLTN), which is a network of over 80 international institutions that was established in 2006 and since then has been working to promote secure land and property rights for all, through the development of pro-poor and gender-appropriate land tools.

While there has been extensive global discussion around land policies that work for the poor, there has been insufficient attention paid to the development of methods for developing and implementing these pro-poor land policies. Consequently, it is crucial that new innovative land tools and methodologies to support the pro-poor policies are made accessible and affordable for all sections of the population in countries around the world.

This is essential for creating societies with sustainable, equal access and use of land. Work has already started on these approaches, both for developing and post-conflict societies. Incremental expansion of this work over time, as capacity is developed, will take place through GLTN (see www.gltn.net).

Under the GLTN Phase 3 programme, which is coordinated by the GLTN Secretariat at UN-Habitat, there in an increased demand and commitment to implement and institutionalize GLTN tools at the country level, with one of the tools being the Social Tenure Domain Model (STDM). STDM is a pro-poor, gender responsive and participatory land information system whose implementation is spreading across many countries in Africa and Asia Pacific regions.

STDM, which is based on open source software packages, is embedded in other GLTN land tools as a vehicle for ‘securing land and property rights for all’. It operationalizes the continuum of land rights concept, enlists inclusive approaches advocated in participatory enumeration, and highlights the gender status in land relations.

With the increased growth in the use and application of STDM in multiple contexts, a top priority is to continue supporting partners in adopting and integrating the STDM tool into their business processes that comprise the recordation of land rights. This will include making land information more accessible through a wide variety of platforms including mobile and web interfaces.

This integrated approach will promote collaboration across different teams within an organization from data collection, data analysis, monitoring, visualizing and reporting.
There is an increased demand by organizations to improve and integrate field data collection and reporting workflows into STDM through the “design-once-deploy-anywhere” approach.

The replication of STDM’s data profiles in mobile data collection tools is becoming ever more important in facilitating the collection of timely, valid and actionable data that is able to support evidence-based decisions by development partners, civil society and government authorities, thus promoting sustainable development through the recognition and documentation of legitimate tenure rights for communities in both urban and rural areas.

It is on this backdrop that UN-Habitat is seeking to recruit a GIS Python Developer to improve the integration of STDM Desktop with the commonly used data collection tools such as ODK and KoBo.

Responsibilities

Under the overall leadership of the Section Chief of the Land, Shelter and Housing (LHS) Section, the consultant will have a double reporting line. Technically, the consultant will report to the LHS Officer leading the work on STDM. The consultant will also collaborate with other GLTN colleagues, GLTN partners and STDM technical team.

The consultants will perform the following tasks:

Provide Technical Support in Migrating and Post-Migration of STDM 1.8 (1 month)

Work with partners (all) to migrate to STDM 1.8 and provide a timeline of end-of-support for STDM 1.7

Work with partners on issues that might arise in regards to STDM 1.8 migration

Organize awareness workshops with partners to share feedback on the new STDM upgrade

Fix Defects and Regressions Identified in STDM Release 1.8 (1 month)

Fix the core view generator that fails to generate key entities fields (for both party and spatial unit) for the default profile views.

Fix a work-around implemented in the mobile import module for STDM 1.8.1 to allow importing of supporting documents correctly.

Fix regressions/issues identified during the release of STDM 1.8

STDM Feature Development (1 month)

Improve UI/UX in the configuration wizard – extend the work done in STDM 1.8 of exposing properties of different data types in the configuration wizard

Enhance UX in the Entity Browser window by adding a shortcut to export data as CSV

Improve Mobile Integration with STDM Profile Customization (1 month)

Provide a way of customizing the generated mobile ODK form from the configuration wizard

Build a comprehensive logging framework for mobile module data operations

Develop a Build and Release Process Automation Framework and Version 1.9 Release (1 month)

Design the full automation process

Setup the automation process locally

Setup the automation process online

Use Devops framework to release STDM version 1.9

Work on Capacity Development and Knowledge Management Initiatives (1 month)

Technical support for implementing partners

User training and awareness workshops

Upgrade existing training and user manuals/materials

Work implies frequent interaction with the following:

UN-Habitat HQ

GLTN Secretariat and STDM technical team

Country implementing partners

Qualifications/special skills

A first level university degree in Geography, Computer Science, Geomatics, GIS Programming and Design, or Database Programming is required

Six years’ experience of Python, SQL or C++ development for desktop or web applications.t.

Two years’ experience customizing and using mobile data collection tools such as (Geo) ODK, KoBo, QField or Trimble Penmap is required

Two years’ experience using QGIS for spatial analysis and data management

Languages

Fluency in English (both oral and written) is required. Knowledge of the other UN languages especially French and Arabic is desirable.
