Duties and ResponsibilitiesUnder the supervision of the Head of the OEWG Secretariat, the senior consultant will focus on the following duties:
Communications and outreach activities:Support to the planning and organisation of a series of on-line webinars to cover key areas of interest to the OEWG based on previous examples delivered in the period leading up to the assignment. Events to focus on key issues for deliberation at OEWG 2 to include:
The conceptual framework for the new panel.
The prioritization framework for the new panel.
The mechanism for coordination with key stakeholders (MEAs, IPCC / IPBES and other key partners).
Operating principles for the new panel.
Coordination of meetings of the TAG to the UNEP ED (face-to-face and / or virtual).
Development of materials outlining the work of the TAG for dissemination to the wider stakeholder groups (Member States and Major Groups).
Meeting and Information documents for OEWG 2:
The initial period of this assignment will coincide with the development of meeting and information documents for the OEWG 2 and OEWG meetings planned for Q4 2023 and late Q2 2024. The consultant may be called upon to support the secretariat team in the development, review and editing of documents in the intercessional period leading to the two meetings.
The expert will work with the TAG to develop the following working documents for consideration by Member States at OEWG 2 based on the direction provided by Member States at OEWG 1.2.:
Conceptual framework (as linked to scope and functions of the panel).
Prioritisation framework (as linked to scope of the panel).
Definition of working relationship with existing structures and key partners.
The expert will also act as a reviewer of documents developed by the OEWG Secretariat linked to:
Operating principles.
Governance structure and general institutional arrangements (including options for Secretariat arrangements).
Rules of procedure.
Budget for panel operation.
Annotated “Zero draft” structure / outline of the final proposal to be presented to member states for endorsement at the final intergovernmental meeting.
Following OEWG 2 the list of additional duties will be adjusted to reflect inputs from the meeting.
Support to the Advisory Group to the UNEP Executive Director (30% of time):
The UNEP Executive Director has established a technical advisory group (TAG) to assist the Secretariat in the development of options papers linked to the three core work areas of Chemicals, Waste and Prevention of Pollution. The TAG will work to ensure that the OEWG process
is inclusive and participatory. The TAG will work across stakeholder groups to facilitate inputs from academia, industry / private sector (a wide and diverse group in itself), civil society, and representatives from across the other 9 Major Groups of UNEP / UNEA stakeholder (including youth, labour / unions, indigenous groups).
The expert will act as the Chair of the TAG and support the Head of the UNEP Secretariat to make the work of the Group transparent to all stakeholder groups.
Monitoring and Progress Controls
The incumbent will be under the direct supervision of the Head of the OEWG Secretariat. The incumbent will prepare a workplan for the duration of the contract during the first month of the assignment. The detailed work plan will include deliverables by month. The workplan will be reviewed jointly with the Head of the Secretariat on a monthly basis. Report on the delivery of the workplan will be prepared at the end of each calendar month in combination with the monthly progress report to monitor and identify issues.
Qualifications/special skills
Advanced university degree in a field related to international assessments, policy and governance, communications, economics, natural sciences.
At least 7 years of working experience in international assessments
Awareness of multi-lateral process
Experience in intergovernmental processes
Languages
Fluency in English, including good drafting/writing skills is required. Working knowledge of other UN languages is an asset.

The UNEP Medium Term Strategy for 2022-2025 sets out the need for all stakeholders to work together to combat the risk from climate change, loss of biodiversity and pollution. The lead UNEP Division supporting the “pollution action” pillar is the Economy Division. The Division includes the Chemicals and Health Branch which supports member states to address priority issues linked to chemicals, waste and prevention of pollution.
