Background and Organizational SettingsThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.
The consultant will report to the Portfolio/Task Manager of the Climate Services and Capacity Building Unit of the Early Warning and Assessment Division, UNEP. The consultant (International Consultant) will work to provide a Management-Led Terminal Review (MLTR) for the UNEP GEF-funded “Building National and Regional Capacity to Implement Multilateral Environment Agreements (MEA) by Strengthening Planning and State of Environment Assessment and Reporting in the Pacific (ID#5195)” (Inform).
This MLTR will provide an assessment of the project performance and will provide judgments on actual and potential results, their sustainability and the operational efficiency of implementation and factors that affected performance. To achieve this, the MLTR will specifically focus on the ‘theory of change’ or ‘impact pathways’ used by the project and review evidence of actual or potential achievements.
The MLTR must provide evidence-based information that is credible, reliable and useful. The consultant will review all relevant sources of information including documents prepared during the project preparation phase, legal agreements, technical reports, mid-term evaluation review and others as relevant. The consultant is expected to follow a collaborative and participatory approach ensuring close engagement with relevant Executing Agency, National Government focal points, UNEP, members of the project steering committee, and other key stakeholders.
Stakeholder involvement should include interviews with stakeholders who have project responsibilities. Additionally, the consultant is expected to conduct a field mission to be decided in consultation with UNEP. The MLTR report should describe the full MLTR approach taken and the rationale for the approach, making explicit the underlying assumptions, challenges, strengths and weaknesses about the methods and approach of the review. The MLTR should be conducted in line with the “UNEP Evaluation Policy, October 2022”, “UNEP Evaluation Manual”, and other relevant policies and procedures.
Project Information:The project “Building National and Regional Capacity to Implement MEAs by Strengthening Planning, and State of Environment Assessment and Reporting in the Pacific Islands”, also known as INFORM, was approved by the Global Environmental Facility in 2016, with a total budget of USD 10.7 million. UNEP serves as the Implementing Agency for the project.
Activities are executed by the Executing Agency the Secretariat of the Pacific Regional Environment Programme (SPREP), and other national agencies involved in each of the fourteen countries: Cook Islands, Federated States of Micronesia (FSM), Fiji, Kiribati, Republic of the Marshall Islands (RMI), Nauru, Niue, Palau, Papua New Guinea (PNG), Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.
The project has been implemented across six years and aims to develop and enhance environmental information management and use for informing planning and decision making, for reporting at the national and regional levels, and for reporting to the global environmental conventions and environment-related indicators of the sustainable development goals.
The Inform project aims to establish a Pacific Island Country (PIC) network of national and regional databases for monitoring, evaluating, and analysing environmental information to support environmental planning, forecasting, and reporting requirements at all levels. The ultimate goal is supporting the increased use of data in national decision making.
Component 1: PICs and partner institutions have functional monitoring databases, that are networked, and users are largely dependent on them for their environmental monitoring and planning needs. Establish a network of national and regional databases for monitoring
the state of the Pacific’s environment.
Component 2:
Environmental data are efficiently and effectively used for environmental planning and reporting at all levels by strengthening national and regional legal, policy and planning frameworks.
Component 3: Capacity development to support the technical facility
Establish capacity at the national and regional levels to manage a network of national and regional databases. Build institutional capacities of governments to share data, information and knowledge to enable streamlines reporting and informed decision-making.
Local Context:
In the context of Pacific Small Island Developing States (SIDS), their high vulnerability to climate change is compounded by their low-lying geography, reliance on natural resources, limited resources and infrastructure, and exposure to sea-level rise and extreme weather events. These impacts are not just theoretical but represent a daily reality in the Pacific, leaving little room for climate skepticism.
For instance, Tuvalu has witnessed a 15 percent population outflow over the past decade, while Nauru lost one-tenth of its population, underscoring the pressing need for climate adaptation.
Specific Tasks and responsibilities
Under the general supervision of the Head, Climate Services and Capacity Building Unit, in the Early Warnings and Assessment Division, the specific duties and responsibilities of the incumbent will be as follows;
Review and fully understand UNEP policies and procedures for Management-Led Terminal Evaluations;
Desk review of:
Relevant background documentation;
Project design documents (including minutes of the project design review meeting at approval); Annual Work Plans and Budgets or equivalent, revisions to the project (Project Document Supplement), the logical framework and its budget;
Project reports such as six-monthly progress and financial reports, progress reports from collaborating partners, meeting minutes, relevant correspondence and any other monitoring materials etc.;
Project deliverables (e.g. publications, assessments etc);
Mid-Term Review or Mid-Term Evaluation of the project;
Evaluations/Reviews of similar projects.
Interviews (individual or in group):
NEP Task/Portfolio Manager (TM team);
Project management team;
UNEP Fund Management Officer (FMO);
Portfolio Manager or Sub-Programme Coordinator;
Executing Agency;
National Government focal points; Relevant resource persons;
Representatives from civil society and specialist groups
Inception report;
Preliminary findings note;
Draft and Final review report;
Deliver virtual presentations to relevant stakeholders throughout the consultancy;
Incorporate comments received from project beneficiaries, stakeholders, Executing Agency, Regional Technical Partners, and UNEP, when finalizing all documents mentioned above.
Qualifications/special skills
Advanced university degree in any of the areas such as Environmental studies, environmental management, environmental protection, international development, environment, or related field is required.
At least 8 years of technical experience in monitoring and evaluation and project delivery, including experience in Monitoring and Evaluation for various environmental and climate change-related projects is required. A broad understanding of the Pacific Region is required,
specific experience within the Pacific region is highly desirable.
Other Skills and Knowledge:
Must be able to work with minimum supervision, while being an integral part of a team involving members of staff from a wide range of disciplines.
Must have speaking, listening and writing skills, with ability to ask clarifying questions to attain key information and keep stakeholders informed of various work processes.
Languages
English and French are the working languages of the United Nations Secretariat. For the consultancy, fluency in oral and written English is required.
