Setting and ReportingThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
UNEP's Corporate Services Division (CSD) is the guardian of UNEP's corporate interest, mitigating its exposure to risk and supporting the organization with management tools, plans and related capacity building. It oversees UNEP's efficient and effective management, in line with UNEP's accountability requirements, rules, regulations and UN core values.
This post is located in UNEP's Corporate Services Division, Human Resources Section, at the Nairobi duty station. The position reports to the Chief of Human Resources Section.
Within delegated authority of the Chief of Human Resources Section, the incumbent will be responsible for the following duties:
ResponsibilitiesGeneral:• Monitors and ensures the implementation of human resources policies, practices and procedures.
• Keeps abreast of developments in various areas of human resources.
• Prepares reports and participates and/or leads special human resources projects.
• Support Human resources audits and coordinate with partners.
• Oversees and coordinates the human resources work under Corporate Services Division in Geneva.
Recruitment and placement:• Initiates and coordinates actions covering the entire span of human resources staffing activities (classification reviews, recruitment, placement, reassignment, promotion, performance management, separation), ensuring consistency in the application of the Staff Rules and human resources procedures.
• Oversees the engagement of non-staff personnel.
• Represents the Division/Unit at Departmental panels and appointment bodies.
• Reviews recommendation on the selection of candidates by client offices to include gender and diverse geographic representation in selections.
• Participates in task forces and working groups identifying issues/problems, formulating policies and guidelines, and establishing new procedures.
• Represents the Organization with full delegation of authority in discussions with senior management officials on recruitment and other human resources matters.
• Provides expert advice with respect to conditions of services, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
• Oversees the development and implementation of outreach programs and of talent management strategies and processes consistent with diversity goals.
Other duties:• Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements.
• Supervises and monitors the work of human resources officers / assistants in undertaking the full range of human resource management activities.
• Provides guidance to programme managers on the application of classification policies and procedures and by undertaking whole office review.
• Conducts research in preparing policy papers, position papers and briefing notes on issues related to examinations and tests.
• Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation
and reporting.

Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; Establishes and maintains productive partnerships with clients by gaining their trust and respect; Identifies clients' needs and matches them to appropriate solutions; Monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems.
EducationAn advanced university degree (Master's degree or equivalent) in human resources management, business or public administration, social sciences, education or related field is required.
A first-level university degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
A minimum of seven (7) years of progressively responsible experience in human resources management or administration or related area is required.
Experience in the use of an Enterprise Resource Planning (ERP) System such as Systems and Applications Products (SAP) or similar ERP systems is required.
A minimum two (2) years of hands-on experience on recruitment and talent acquisition is required.
Experience supervising a team or unit is required.
Experience in analyzing HR data and drafting reports is desirable.
Experience in supporting an organization-wide change management program is desirable.
Experience with human resources Oracle based recruitment systems such as UN Inspira is desirable.
At least five (5) years of experience in human resources management in the United Nations Common System or a similar international organization is desirable.
Two (2) years or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable.
