Setting and ReportingThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.
UN Environment Programme's Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.
The Programme Officer will work within the Biodiversity and Land Branch in the Ecosystems Division. The Branch leads on activities on biodiversity, wildlife management, economics of environment, food systems transformation, and other areas.
This position is in the Biodiversity, People and Landscapes (BPL) Unit and will contribute to UNEP’s Congo Basin activities, primarily the implementation of IKI funded project titled ‘Securing crucial biodiversity, carbon and water stores in the Congo Basin Peatlands by enabling evidence-based decision making and good governance’. The focus of the job is to support implementation, evaluation, operations of relevant projects
The position will be based in Nairobi and will report to the Program Management Officer, based in Kinshasa. Under the overall supervision of the Head of the BPL Unit, the incumbent will be responsible for the following duties:
Responsibilities• Works with key colleagues to facilitate the development, implementation and evaluation of assigned programmes /projects,monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Carries out basic research on selected aspects of programmes, operations and other activities, to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources.
• Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends in the Congo Basin, participation in evaluations or research activities and studies.
• Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions.
• Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications.
• Provides administrative and substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics.
• Undertakes outreach activities; participates in the development of training workshops, seminars; participates in and makes presentations on assigned topics/activities.
• Participates in field missions, including provision of substantive and administrative support, data collection.
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and preparation of related documents/reports (pledging, work programme, programme budget)
• Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting
• Performs other duties as required.

EducationAdvanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, in sustainable development, biodiversity conservation, environmental studies or related field is required.
A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
A minimum of two (2) years of progressively responsible experience in project/programme management, finance and budgeting, in areas related to biodiversity conservation, conservation planning and landscape/water management or related area is required.
Work Experience of relevant political, ecological and socio-economic challenges and opportunities is required.
Experience in the Congo Basin context is desirable.
One (1) year or more of experience in data analytics or related area is desirable (none if successful YPP or P-1 with a related degree).
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French is required. Knowledge of another official United Nations language is desirable.
