The exercise was presided over by Ms Janet Museveni, the First Lady, who is also the Education Minister.
Dr Odongo said 56,398 (8.6%) candidates failed and they are supposed to repeat.
Out of the candidates who passed, 77,133 passed in first grade, 270,000 in second grade, 140,000 in third grade while 107,398 in fourth grade.
Mr Odongo said that a candidate is deemed to have passed if he or she obtains division grades of 1, 2,3 or 4 and such candidates qualify to register for any post-primary education.
He said that the failure rates have also reduced compared to 2017 candidates.
Results for 2,500 candidates have been withheld pending investigations.
He thanked security forces who worked with Uneb in the management of the exams.
Parents and guardians, according to Dr Odongo, can access the results at the respective schools of their children, via a Uneb Internet link (https:ereg.uneb.ac.ug).
He said the results can also be accessed via the 6600 SMS service code.
