In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

Position Purpose

Reporting to the Manager of the Regional Hub/Addis Ababa (e.g., day to day basis on matters related to planning and delivery of demand-based gender support to COs and to the regional programme) and the Director of the Gender Team, BPPS (e.g., overall substantive guidance and oversight)), the Team Leader on Gender Equality is the lead expert in the thematic area of gender equality and the empowerment of women across RBA countries.

They will work, in close collaboration with other advisors and specialists of Country Offices, the Regional Hub and HQ (BPPS, RBA) to reduce gender inequalities in the region, in line with the upcoming Gender Equality Strategy 2022-2025. They will be responsible for:

Key Duties and Accountabilities

Policy Development

  • Coordinate the development of the Regional Gender Equality Strategy 2022-2025 and Action Plan, and support COs to update/align their strategies to the new global and regional frameworks.

  • Provide guidance and inputs to the Regional Hub senior management and teams on corporate alignment to new global gender equality policies, including system-wide frameworks and corporate accountability (GSIC).

  • Lead policy dialogues and help the Regional Hub and Country Offices to place gender equality and women’s empowerment at the core of political, social, economic and environmental policy dialogues and decisions, including in fragile and crisis settings.

  • Provide substantive advice to the Global Gender Team and its Director on challenges and opportunities for the implementation of the Gender Equality Strategy 2022-2025 in RBA.

  • Identify and promote potential cross-regional collaborations in core priority areas such as inclusive economies and care, or green transition/energy.

  • Support the design of global and regional policy initiatives to advance gender equality and women’s empowerment, ensuring perspectives from the different country contexts are represented.

    Programme Integration and Coordination

  • Lead the integration of gender equality within each thematic portfolio of the Addis Ababa regional hub; including the regional programme, and other regional flagship initiatives such a regional report and/or events.

  • Provide advisory services and coordinate substantive technical advice for RBA Country Offices to strengthen the programmatic (CCA, UNSDCF, CPD, PRODOC and funding proposals), human, and financial architecture for gender equality.

  • Lead and supporting the implementation of corporate standards and flagship programmes such as the Gender Equality Seal, and comprehensive portfolio reviews.

  • Create the capacity to have updated and actionable regional gender analysis to help the Regional Hub to identify opportunities and anticipate future challenges, including data and analysis on barriers such as socio-economic structures that promote and generate gender inequalities in the region, and other dimensions such a backlash against women’s rights, and potential allies to counter them.

  • Monitor of Regional Hub and Country Office financial investments – using the gender marker- and follow up of the corporate targets promoting accuracy of the tracker and increase of resource allocations for GEWE specially in fragile and
    crisis contexts.

  • Develop a network of gender experts, especially feminist economists and experts on gender and nature, climate and energy, to provide additional on-call support to CO and regional teams.

    Partnerships and Resource Mobilization

  • Strengthen strategic partnerships with UN entities (particularly UN Women but also other specialized UN organizations with complementary skills and capacity) to improve interagency coordination and maximize impact on gender equality and women’s empowerment.

  • Mobilize, foster and strengthen strategic partnerships with governments, development partners, civil society (particularly women’s organizations) and businesses, among other key actors, to address gender inequalities in the region.

  • Pursue new partnerships to bring innovation, transformational change and influence social norms, behaviors and power relations, including with partners such as faith-based organizations or networks of young innovators, etc.

  • Lead resource mobilization efforts, to strengthen UNDP’s regional and country office portfolios and results in gender equality and women’s empowerment, including identifying funding opportunities and supporting the preparation of funding proposals, donor briefings, etc.

  • Coordinate and lead internal planning to implement the Regional Gender Equality/Action Plan, including allocation of internal resources and external resource mobilization.

    Knowledge Management, Learning and Innovation

  • Lead the RBA regional network or Gender Community of Practice; identity priorities and needs, coordinate periodic meetings; and promote co-creation and ownership across the network.

  • Lead the development and implementation of a capacity development and learning plan on gender equality for regional and Country Office level, and foster participation in global/regional learning initiatives including learning labs and/or mentorship programmes.

  • Foster innovation to advance gender equality and women’s empowerment, in partnership with Country Offices and Innovation Labs across the region.

  • Oversee RBA knowledge management for gender equality aligned to the new global Knowledge Management Strategy and Framework for Action (e.g., CoPs, Knowledge Platforms, high quality Knowledge Products, evidence-based good practices, among others).

    Supervisory/Managerial Responsibilities:

    The Gender Team Leader will lead and manage a multidisciplinary team, including full time staff, project personnel, contractors and consultants. They will:

  • Set the direction for the team including roles and responsibilities, accountability and reporting.

  • Lead and manage staff in the formulation and implementation of the Team’s Annual Work Plan.

  • Lead and guide staff contribution during the corporate annual planning and reporting exercise for RBA

  • Supervise and ensure professional development of staff (PMDs, Learning, etc.).

  • Establish and maintain an inclusive, diverse and harmonious working environment, including by supporting the implementation of corporate policies (e.g., gender parity and zero tolerance regarding sexual harassment and sexual exploitation and abuse), and promoting communication and coordination among staff.

    Requirements:

    Education

  • Advanced university degree (Master’s or equivalent) in Gender in Development, Economics, Social Sciences, Political Sciences or related Social Sciences.

    Experience, Knowledge, and Skills

  • Minimum 10 years of overall relevant professional experience leading teams, providing policy and programme advice and pioneering approaches in the field of gender equality and women’s empowerment in different development contexts.

  • 5 years of working experience in development organizations (global, regional or national) including the UN System, CSO or development partners with roles in the area of women’s gender equality and women’s empowerment.

  • Experience working in the region and in crisis contexts is an asset.

  • Excellent communications skills are required, with public-speaking experience and written publications as an asset.

  • Fluency in English, both written and oral, is required.

  • Working knowledge of French, is desirable.
