Job Purpose and Organizational Context
South Sudan is endowed with vast natural resources and economic potential that has not translated into improved standards of living for the citizen
This is primarily due to ongoing conflicts which have roots in political contestation for power and are fueled by poverty, high unemployment and absence of economic opportunities for the predominantly youthful population.
The few small-scale, and potentially labour-absorbing enterprises at the state levels are unable to utilize the local labour force due to skills mismatch.
The skills deficits, attributed to decades of conflict which deprived the population opportunities to acquire employable, entrepreneurial and vocational skills are also exacerbated by absence of training institutions
Together with the Human Development and Inclusive Growth team, the Project Specialist is expected to deliver the following:
Training of 6,250 youth on a range of vocational skills, entrepreneurship, and agricultural and natural resource value chain;
Employment opportunities to 4,300 youth;
Establishment of fully functioning business, employment and innovation hubs that delivers career advice and placement, business development services, and incubates innovative ideas and approaches to business;
Establishment of sustainable businesses (cooperatives, SACCOs, VSLAs) and private sector development through MSME support.
Duties and Responsibilities
Summary of Key Functions:
Strategic programme/project planning, coordination and implementation
Project delivery and reporting
Partnerships building and resource mobilization
Knowledge management
Ensure Strategic planning, coordination and implementation of the YEEP/project focusing on achievement of the following results:
Lead the coordination of project activities in close collaboration with Field Coordinators.
Lead the implementation of project activities in Jubek state;
Lead the preparation of annual workplans, establish priorities, timelines, targets and standards for monitoring results;
Coordinate various components of the project providing overall guidance and innovative solutions, constantly seeking to improve project service lifecycle;
Work in close collaboration with other teams in the office, as well as, other UN agencies, Government officials, multilateral and bi-lateral
donors and civil society in ensuring successful project implementation;
Enhance capacity of staff by providing technical leadership.
Support timely and effective project delivery and reporting focusing on the achievement of the following results:
Provide advice relating to the strategic direction of project implementation and design of project activities;
Manage and monitor the utilization of resources, in consultation with the Team Leader and the Senior Programme Advisor, for achieving results in line with project outputs;
Prepare timely and regular progress reports for submission to CO management and external stakeholders. Regularly report on progress, best practices, lessons learned, success stories, beneficiaries’ stories and field observations; and Support and/or conduct studies and researches;
Assist with implementation of audit requirements;
Foster partnership building and resource mobilization focusing on achievement of the following results:
Contribute to the development of the CO Partnership and Resource Mobilization (PRM) strategy, including planning tools to implement the strategy.
Identify and build credible working relations with Governments and donor partners
Mobilize resources to support the achievement of project outputs and outcomes
Perform any other responsibilities that could be delegated to him/her by the supervisor

Required Skills and Experience
Education
Master’s degree in Social Sciences; Rural Development, Economics, Business Administration, Entrepreneurship, or related fields
Experience
Minimum of five years relevant experience in project management.
Experience in the areas of livelihoods programmes, enterprise development, Technical and Vocational training skills would be an advantage.
Experience in recovery and stabilization of conflict/disaster-affected populations and areas is highly desirable
Language Requirements
Fluency in English - written and spoken is required
