UNDP Programme Finance Associate Jobs in Uganda
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Responsibilities
Provide financial support to the formulation, implementation management and monitoring of JPGBV and EU Spotlight in full compliance of UN Women rules, regulations, policies:
Prepare and administer programme budgets, and recording and reporting systems;
Formulate budget, control allotments, monitor expenditures, and prepare revisions according to the needs of the programme;
Monitor and Track use of financial resources;
Create projects in Atlas, prepare budget revisions, revise project awards and status; and determine unutilized funds;
Maintain internal expenditure control system;
Undertake corrective actions on un-posted vouchers, including vouchers with budget check errors, match exceptions and unapproved vouchers. Respond to Finance Section requests to resolve financial data issues;
Prepare VAT reimbursements with adequate documentation support as needed;
Monitor follow up on advances to implementing partners, and review financial reports;
Monitor and follow up on Month-end and Year-end closure instructions status;
Provide inputs and take necessary actions to facilitate timely financial project closure;
Support financial donor reporting by providing timely information and taking necessary actions as required;
Provide administrative support in monitoring budget preparation and the finances of programmes/projects; including the finalization of FACE forms.
Provide administrative and coordination support to the JPGBV and EU Spotlight:
Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements;
Provide technical guidance to the team and executing agencies on routine delivery and reporting of programme supported activities and finances;
Prepare information for the audit of programmes/ projects and support implementation of audit recommendations;
Review programme data from programmes/ projects for the CO website;
Identify sources and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers;
Tracking and reporting on mobilized resources;
Prepare inputs to report, prepare public information materials and briefing packets, assemble briefing materials and prepare power-point and other presentations;
Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions;
Make travel arrangements for the Team, including travel requisitions and claims.
Provide administrative support to Resource Mobilization:
Prepare cost-sharing and other agreements; follow up on contributions within the team resource mobilization efforts;
Organize, compile and process information from donors, team, as inputs to various databases and documents.
Facilitate knowledge building and knowledge sharing:
Provide administrative support synthesis of lessons learnt and best practices related to programme management and finance;
Provide administrative support to the organization of training for the office staff and partners on programme and operations related issues.
Requirements
Secondary education is required;
University Degree in Business or Public Administration, Economic, Political or Social Sciences would be desirable but it is not a requirement;
Successful completion of UN Women’s Accounting technical test.
At least 6 years of progressively responsible administration or programme experience at the national or internal level is required;
Demonstrated competency in using financial modules of ATLAS, a web-based management system implemented by UN Women;
Experience in the application of complex financial systems and modules (such as Atlas);
Experience working in an international organization, on gender equality and in multi-lateral humanitarian settings, in close collaboration with member states and external partners;
Experience in the use of computers and office software packages (MS Word, Excel, PowerPoint, etc.) and ability to use internet for research.
Fluency in oral and written English and a second UN language (preferably French or Spanish) a requirement;
A third UN official language an asset.
