Background The Programme Analyst (Resilience) promotes the inclusion of cross cutting programme considerations into resilience programming, with special focus to the rights of vulnerable groups, gender equality, access to social services, and transparent governance. Thus, s/he must have an excellent capacity to engage a diverse stakeholder base and to effectively network for solid partnership building (public-private, civil society, South-South, etc.).
As an integral part of the RSG Portfolio, the incumbent will also contribute to the elaboration of baselines for M&E respecting UNDP resilience programmes to better guide the monitoring and evaluation of all results and ongoing activities of UNDP and development partners, and integrate risk and resilience thinking across RSG and the Country Office. In this context, s/he must also work in synergy across the CO, including the M&E team in the Country Office, the SDG Hotspots Initiative, and the Joint UN Programme on Data.
The Programme Analyst (RSG Portfolio) works in close collaboration with all RSG team members, the Operations team in the CO, Programme staff in the RICE portfolio and Development Impact and Advisory Team (DIAT), programme staff in other UN Agencies, UNDP HQ staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors, the private sector, academia, and civil society to successfully implement UNDP resilience programme.
Duties and Responsibilities
As a member of the RSG team, provides programme advice while ensuring the strategic direction of the integrated UNDP programme focusing on achievement of the following results:
Thorough analysis of the political, social and economic situation in the country and collaborative preparation/revision of RSG contribution to CCA, UNDAF, CPD, CPAP, ROAR, AWP and other documents.
Identification of strategic and innovative areas of cooperation in resilience.
Operationalization of RSG contribution to UNDAF/ CPD in collaboration with partners and other UN Agencies. Identification of possibilities for joint programming.
Analysis and presentation of RSG resilience programmes and projects and their implementation by the CO.
Provides policy and programme advice to UNDP and counterparts focusing on quality control of the full cycle of RSG programming from formulation to implementation achieving the following results:
Effective application of RBM tools, establishment of management targets and monitoring achievement of results.
Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations. The Programme Analyst performs the function of Manager Level 2 in Atlas for development projects transactions approval.
Analysis of the development policies and their impact on poverty reduction, growth, equity, etc. Special focus will be given to the identification of cross cutting thematic areas, including gender, transparent governance, and safeguarding of rights of vulnerable groups.
Aggregate reports (e.g., ROAR, UNDAF) are regularly prepared on activities, outputs and outcomes. Preparation and/or quality control of donor reports.
Support to the RSG management in facilitation of policy dialogue with the Government, private sector, civil society and donors
Provision of support on policy and programme issues to RSG staff
Advocacy and promotion of awareness of UNDP’s mandate and mission under the RSG portfolio, focusing on achievement of the following results:
Advocacy for the Sustainable Development Goals, the Agenda 2030, and other frameworks relevant to the RSG portfolio
Support to monitoring progress and formulation of strategies towards the achievement of the National Goals relating to RSG portfolio.
Management of RSG events related to the above.
Coordinate and support development of innovation products and processes to strengthen and improve efficiency and effectiveness of RSG programming, monitoring and evaluation, advocacy and communication;
Coordinate and provide support on innovation strategy/action plan, including formulation, design, planning and implementation;
Proactively scout for new innovative ideas and opportunities within and outside UNDP;
Develop partnerships and network with local innovators, youth organizations, NGOs, the private sector, local media and academia to build and
provide a space to nurture and test new and innovative ideas, and build local capacity;
Develop and strengthen Implementation mechanisms and service delivery systems, which are responsive to specific needs of vulnerable groups within the RSG portfolio.
Stakeholder engagement on new and innovative ways of systematically link with civil society and private sector at all stages of RSG programming process.
Establishes and maintains strategic partnerships and supports the resource mobilization in cooperation with other Portfolio Teams, focusing on achievement of the following results:
Support to implementation of the CO partnerships and resources mobilization strategies to achieve programme outcomes.
Support creation and coordination of partnerships with the UN Agencies, IFIs, government institutions, bi-lateral and multi-lateral donors, private sector, civil society, etc.
Focal point for South-South and Triangular Cooperation in RSG portfolio.
Determination of RSG programmatic areas of cooperation, based on strategic goals of UNDP, country needs and donors’ priorities.
Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.
Ensures provision of top-quality advisory services and facilitation of knowledge building and management in RSG portfolio, focusing on achievement of the following results:
Identification of sources of information related to policy-driven issues. Identification and synthesis of best innovative practices and lessons learned directly linked to RSG programme goals.
Identification of opportunities for the RSG portfolio to innovate in policy and implementation of programme/projects.
Coordination of development policies and institutions within RSG portfolio that will address the country problems and needs in collaboration with the Government and other strategic partners.
Sound contributions to knowledge networks and communities of practice related to RSG.
Organization of Country Office learning, trainings for the operations/ projects staff on RSG programme.

Required Skills and Experience
Master’s Degree or equivalent in Economics, Environmental Science, Sociology, or related field.
Minimum of 2 years of relevant experience at the national or international level in providing advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments. Experience in the usage of computers and office software packages, experience in handling of web-based management systems.
Proficiency in English
Knowledge of other UN official languages desirable
