Post-context: In East & Southern Africa, the strategy covers the following countries: Ethiopia, Uganda, Rwanda, Malawi, Tanzania, and Zambia.
A global grant on Policy and Regulation covers various countries of East and Southern Africa. Other countries will be added during the implementation of the strategy.
In Uganda, this service contract Programme Management Analyst SB-4 will work under the guidance and direct supervision of the Country Technical Specialist, the Programme Analyst is responsible for management of programme activities within the thematic areas of the strategy on “Leaving No One Behind in The Digital Era, namely:
• Enabling Policy and Regulatory Environment
• Open Digital Payments Ecosystem
• Inclusive Innovation
• Customer Empowerment
The Programme Analyst will analyze and implement the project cycle for all projects within his/her portfolio, and provide guidance on budgets, project status and levels of expenditure.
The Programme Analyst will coordinate activities of the projects’ staff as they relate to project deliverables and disbursement of funds.
The Programme Analyst works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful programme implementation.
This is a local service contract position, open to Ugandan nationals only
Duties and Responsibilities
Summary of Key Functions:
Management of the project pipeline
Tracking and drafting of donor reporting requirements
Provision of support in engaging in joint country UN initiatives
Facilitation of knowledge building and management
Key functions in detail:
Management of the project pipeline focusing on:
• Monitoring of the project cycle for each of the projects in the pipeline to ensure effective implementation
• Thorough analysis of each project’s deliverables against the disbursement schedule for funds
• Supporting in preparation of presentations providing project updates to partners
Tracking and drafting of donor reporting requirements
• Maintain up-to-date reports on progress of programme implementation for funding partners
• Lead the drafting process for funding partner reports by collecting inputs from different departments and ensuring that all parties are using the latest versions
• Ensure on-time review and submission of reports and all relevant annexes
Provision of support in engaging in joint country UN initiatives by:
• Maintaining a working knowledge of all documentation related to the different UN country joint initiatives
• Provision of substantive inputs to the Integrated National Financing Framework (INFF) and other joint initiatives
• Attending working group meeting, taking notes and briefing relevant colleagues and partners to gather feedback
Support in budget
management and tracking
• Maintaining a running knowledge of financial resources available and committed within the programme budget
• Using ATLAS to run periodic reports showing an up-to-date status of expenditures and commitments
• Supporting in budget revision and annual financial reporting
Impact of Results
The key results have an impact on the success of the “Leaving No One Behind in the Digital Era Uganda” programme within specific workstreams of the strategy. In particular, the key results have an impact on the operation and programming of activities, management of donor relationships as well as reaching UN country targets

Required Skills and Experience
Education:
• Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.
Experience:
• 4 years of relevant experience at the national or international level in providing project management advisory services,
• Hands-on experience in monitoring and implementation of development projects.
• Experience in the usage of computers and office software packages, experience in handling of web-based management systems.
• Experience using ATLAS (enterprise resource planning) software is highly desirable.
• Experience in the usage of computers and office software packages (MS Word, Excel, etc.).
• Experience with a UN organization/agency is desirable; along with knowledge of UNCDF/UNDP and the UN system and / or the donor community.
• Knowledgeable about the Uganda context is highly desirable;
• Development and operational efficiency;
