Background

In democratic societies, elections are fundamental for citizens to exercise their right to choose representatives. However, VAWiE poses a significant obstacle to the integrity of this process and violates women’s human rights.

VAWiE includes hindrances to women's participation as candidates, voters, activists, and election workers, persisting despite efforts to promote gender equality. In collaboration with the National Election Board of Ethiopia (NEBE) and UNDP, UN Women conducted a study to gather evidence-based data on VAWiE in Ethiopia, aiming to inform effective strategies and interventions.

The study focused on Addis Ababa, Amhara, Oromia, and the Southern Nations, Nationalities, and Peoples' Region (SNNPR), identifying various forms of violence throughout the electoral cycle. Perpetrators include voters, observers, and party agents, with men primarily responsible. Factors contributing to VAWiE include gender-insensitive infrastructure, poverty, political environments, and weak legal implementation.

Consequences include limited political participation, perpetuated impunity, and normalization of violence. Challenges in addressing VAWiE include insufficient evidence, lack of standardized procedures, and gender bias within law enforcement agencies, highlighting the need for comprehensive responses to ensure the safety and inclusion of women in the electoral process.

As a follow up of this study, UN Women is organizing an expert meeting group meeting involving key stakeholders to disseminate and discuss the findings of the violence against women in election study.

This includes presenting the key findings of the study, facilitating comprehensive discussions among experts to analyze the implications of the results, and identifying key recommendations and strategies to address violence against women in future electoral processes in Ethiopia. Additionally, the meeting aims to publish the proceedings of the discussion for wider dissemination and reference.

Duties and Responsibilities

The primary objective of this assignment is to document the proceedings, discussions, and key outcomes of the expert group meeting. The rapporteur will be responsible for capturing important insights, recommendations, and lessons learned ensuring an accurate and comprehensive record of the meeting for future reference and action.

Scope

The rapporteur will undertake the following tasks:

Attend the expert group meeting.

Take detailed notes on presentations, discussions, and interventions by participants.

Capture key messages, recommendations,

Compile comprehensive report of the meeting, highlighting key insights, challenges, and proposed solutions

Ensure the documentation reflects the diversity of perspectives and contributions from participants . -Include pictures to substantiate the narrative proceeding report

Deliverables

The rapporteur will deliver a comprehensive report underlying the findings and outcomes of the meeting, and any multimedia content captured during the meeting, appropriately organized.

Required Skills and Experience

Education:

Master's degree in journalism, communication, political science, law, or a related field

Experience:

Strong writing and documentation skills, with experience in summarizing complex discussions and presentations in similar assignment

Fluency in English and Amharic.

Excellent listening and note-taking abilities.

Familiarity with issues related to gender equality, elections, and violence against women.

Ability to work effectively in a fast-paced and dynamic environment, including under tight deadlines.

Experience working with UN agencies is an asset.

Language:

Excellent communication skill (written and oral) in English language
