Background
UNDSS is responsible for the security of the UN personnel, their property as well as the property of the UN and affiliated agencies in Uganda.
Its presence is spread across the country with emphasis on the areas with sizeable UN operations and therefore staff members, both national and international.
UNDSS has its own structures in place but works hand in hand with the national security infrastructure in executing its mandate.
Duties and Responsibilities
Summary of key functions:
Liaising and coordinating with the host government security organizations
Maintaining the security plan
Maintaining Minimum Operational Security Standards (MOSS) for UN assets and equipment.
Assessing the security situations at the duty station
Identifying emergency communication needs
Conducting security evaluations and providing advice on security measures for Minimum Operational Residential Security Standard (MORSS) of UN Staff and UN Offices.
Security for VIP visits Serve as Security Officer for agencies that do not have professional Security Officers
Administration and logistics supervisor at the level of the field office
Security briefing for new staff joining different agencies
Organizing training on security issues, awareness and preparedness
Maintain contact and liaise with host government agencies and other UN agencies to obtain latest information regarding the security situation in the country and update the Security Advisor.
Information gathering and sharing, to assist in the preparation of periodical security updates, briefs and advisories
Timely coordination with different agencies in providing adequate security for the UN and its interests in Uganda, to ensure security for all staff and UN property in Uganda.
Prior to occupying any house by international staff or for office use, the premises have to be inspected for compliance to MORSS and MOSS, country security plan.
The Security of VIP visitors to the different UN agencies, while within the country, as a responsibility of UNDSS.
Covering UN agencies that do not have professional security officers such that their security needs are adequately catered for.
At the field level, the LSA is entrusted with monitoring, reporting and tracking office supplies and inventory. He is also the contact person for the staff in the field office.
The LSA represents the Security Advisor at the Area Security Coordination meetings and liaises with the Security Coordinators and wardens
Provides assistance in the conduct and follow up of investigations and incidents affecting UN Staff and offices in the area.
Participate in providing substantive security-related input in the preparation, review and implementation of the Country Security Plan.
The local Security Assistant supervises the UNDSS manned radio room in the field office

Excellent and current knowledge of physical and procedural security measures

Has excellent knowledge of protocol and security issues

Required Skills and Experience
Minimum of a high school certificate.
A university degree or equivalent in political science, military studies, security management or a relevant field is highly desirable
A solid and proven track record in the field of Security: Preferably National Police Force or military service.
Experience in an international related environment is an advantage
Computer literacy
Self motivated and reliable
Wide knowledge of Uganda, its people, geography, politics and social conditions
Prepared to work in hazardous environment
Fluency in both oral and written English is essential.
Knowledge of any other UN language or regional language is an asset
