BackgroundUNDP partners with the Global Fund to support and strengthen national responses to HIV, Tuberculosis and malaria.
The objective is to ensure access to quality health services for all and enable all those living or affected by the diseases to live healthy, productive lives.
The partnership leverages UNDP’s mandate to strengthened institutions to deliver universal access to basic services and rebuilding resilient health services in crisis and post-crisis settings.
UNDP supports the implementation of Global Fund programmes on an interim basis in countries facing significant capacity constraints, complex emergencies, donor sanctions, or other difficult circumstances;
Develops national capacity and strengthens national systems to gradually reduce the need for UNDP implementation support and to transfer the role of Principal Recipient to national entities when circumstances permit;
And transforms national responses to the 3 diseases by providing policy and technical support in areas of UNDP expertise and mandate, such as human rights and gender equality, sustainable financing and environmental sustainability, and reaching key populations at higher risk
In South Sudan, UNDP has been the Principal Recipient (PR) of the Global Fund grants on behalf of the Government of South Sudan since 2004. Since then, working in partnership the Ministry of Health, UNDP has been managing the Global Fund HIV, TB and Health Systems Strengthening grants in South Sudan.
The grants are aimed at providing TB and HIV services and strengthening the country’s overall health system.
One of the key activities under the South Sudan grants is to strengthen the national supply chain management system to ensure the safe and effective use of medicine for improved health standards.
A review of the pharmaceutical sector revealed serious capacity gaps in medicine procurement, storage, distribution and utilization in South Sudan
Duties and Responsibilities
Summary of key functions
Ensure respect of Good Pharmaceutical Practices and Quality Assurance on all supply chain activities
To perform all necessary Lab warehousing and storekeeping activities
Conduct supervision, monitoring and capacity building
Support to knowledge building and knowledge sharing
Key day to day Responsibilities
Under the overall guidance of the Procurement and Supply Chain Management Specialist, and direct supervision of the Warehouse Manager, the Supply Chain Management
Associates/Store Keepers will be responsible for the following key tasks:
Ensure respect of Good Pharmaceutical Practices and Quality Assurance on all supply chain activities:
To participate in the forecasting and quantification of laboratory commodities, reagents and equipment; and ensure reagents, lab supplies
To support the development of laboratory data collection tools such as laboratory request forms, reporting forms and registers.
To ensure optimum lab cold chain temperature is maintained at all times by monitoring the temperature of warehouse.
To arrange materials and drugs and continuously improve the storage system.
To check the expiry date of all health products and remove all expired items from the shelves in a timely manner.
To maintain updated stock cards at all times
To participate in all inventories.
To report any deviation to Good Pharmaceutical Practices and Quality Assurance in the warehouse to his/her supervisor.
To participate in the monthly auto-inspections of the warehouse
To ensure that the warehouse is kept clean and tidy at all times
To perform all necessary warehousing and storekeeping activities:
To receive incoming material and drugs from suppliers.
To check and ensure that everything delivered to the warehouse correspond to what is in the delivery note / packing-list (correct items, quantities, quality and expiry date), and report any issue to the supervisor
To store and arrange the items in the warehouse following the rules
To prepare the Consignment Receipt Report.
To update stock cards and the stock management software on ingoing stock.
To prepare incoming orders from the health facilities.
To participate to the weekly follow up of the order
To report progress on order preparation and other activities to the supervisor.
Supervision, Monitoring and Capacity Building
Carry out routine field visits to monitor medicine storage facilities and accordingly work with the Pharmaceutical supply chain management specialist on best practices to counter and address challenges faced.
To train health facility staff on all aspects of good store keeping practices

Required Skills and Experience
Education
Diploma in Medical Laboratory Sciences and having recognized certificate in nursing.
Being registered in Laboratory Technicians Council is mandatory
Experience
At least 5 years of experience in warehouse management operations including logistics systems, supply chain management system, and logistics management information system.
Experience in providing assistance in similar capacity in South Sudan context is an added advantage.
Demonstrated ability to write sound reports
Computer skills including spreadsheet, database, etc are an advantage.
Ability and willingness to travel extensively in South Sudan.
Language Requirements
Excellent command of written and spoken English.
