The UNDP REDD+ team is based in UNDP’s Bureau for Policy and Programme Support - BPPS. It is part of the Sustainable Development cluster and also works closely with the Climate Change team.
Under the United Nations Framework Convention on Climate Change (UNFCCC), Reducing Emissions from Deforestation and Forest Degradation (REDD+) is an international mechanism to reward developing countries for reducing their rates of deforestation and forest degradation, and for conserving, sustainably managing and enhancing forest carbon stocks.
Summary of key functions:
Analysis, Advice and Support implementation of the FCPF REDD+ project
Maintaining collaborative working relationships among key project partners and projects’ donors, through effective communication, consultation and reporting
Coordination and Provision of technical and oversight support to the Project Management Unit
Duties and Responsibilities
Analysis, Advice and Support implementation of the FCPF REDD+ project:
Managing and coordinating the implementation of the respective activities based on the relevant project documents, including, as needed, supervision and guidance of other project staff, consultants and experts with a view to achieving project results;
Developing comprehensive/detailed project work-plans that include all project activities and roles and responsibilities of the stakeholders and setting-out corresponding milestones;
Monitoring the progress of implementation of project activities and key event schedules observing the work-plans and set deadlines including monitoring of the financial resources and accounting to ensure accuracy and reliability of financial reports;
Mobilizing goods and services to support project activities, including drafting TORs and works/product requirements and specifications;
Managing and monitoring project risks initially identified, submitting information on the new risks and possible mitigating measures to the Project Board for consideration and updating the status of these risks by maintaining a Project Risk Log;
Assuming responsibilities in line with the office Internal Control Framework and act as a `first authority` for Project transactions;
Ensuring adherence of project activities to the existing financial, procurement and administrative processes that are in line with prevailing UNDP rules and regulations and, at the same time, observing the project timelines;
Preparing project progress reports (progress against planned activities, update on risks issues, expenditures) and ensuring timely submission of the reports to the relevant instances, such as the project boards and relevant donors;
Managing the transfer of project deliverables to responsible parties and other project stakeholders;
Participate in negotiations to mobilize external resources from Development partners.
Maintaining collaborative working relationships among key project partners and projects’ donors, through effective communication, consultation and reporting
Oversee/development of and the implementation of the stakeholder engagement plan:
Oversee and manage inter and intra working relationships with the PEB, National REDD+ steering committee, REDD+ Stakeholders including Anti-corruption Taskforce on REDD+, and Technical Working Groups;
Maintaining regular coordination and quality assurance of expert inputs and products as well as among project partners to ensure coherence and complementarity of project activities;
Identifying opportunities for deepening the cooperation and recommending adequate approaches to dealing with different stakeholders based
on information on all relevant stakeholders gathered during projects’ implementation;
Maintaining regular communication on relevant project issues with the local and international counterparties, consultants and experts and ensuring quality and timely delivery of all agreed outputs;
Maintaining effective linkages with current and potential donors;
Submitting reports to UNDP, partners and donors in a quality and timely manner.
Coordination and Provision of technical and oversight support to the project management unit:
Coordinate drafting of TORs for consultancies / services;
Supervise consultancy works and review and assess products/services provided by consultants and experts counterparts and notify/advise on quality, and recommend appropriate actions to undertake for improvement of results.Monitor project progress and participate in the production of progress reports, ensuring that they meet the necessary reporting requirements and standards, including based on the inputs from all project partners;
Finalise, supervise and monitor the risk mitigation measures in the environment and social management plan;
Work closely with technical specialist, stakeholders engagement specialist, Knowledge management and monitoring and evaluation experts and regional climate and forests team to ensure that the project related milestones and outputs are met;
Identify and monitor issues and risks regarding the delivery of programme outputs and activities and recommend remedial actions to the NPC, PB and National REDD+ Steering committee, as appropriate;
Ensure project’s M&E meets the requirements of the Government, the UNDP Country Office, and develop project-specific M&E tools as necessary.
Experience:
A minimum thirteen (13) years (with Masters’ degree) of extensive working experience in development, project/program coordination, policy development,
At least 5 years of experience working with ministries, national institutions that are concerned with natural resource and/or environmental management.
At least 5 years of experience working with marginalized communities, civil society and other non-state actors.
Proven experience and knowledge in Development Effectiveness and cooperation, gender equality and its related issues is an asset;
Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of spreadsheet and database packages, experience in handling of web-based management systems
Experience working with Government and UN procedures, including its financial systems, is an asset.
Language Requirements:
Excellent spoken and written skills in English and Kiswahili
Other:
Experience in the usage of computers and office software packages
Experience in handling of web-based management systems and ERP systems, preferably PeopleSoft
