Background and organizational contextThe UN Resident Coordinator (RC) leads, facilitates and coordinates the work of the UN Country Team (UNCT).
The office of the Resident Coordinator (RCO) is a small team that supports the RC in his/her functions and the overall UNCT in their joint work to deliver the SDGs on country level, primarily through the UN Sustainable Development Cooperation Framework (UNSDCF) and also to undertake support to the government’s humanitarian response as and when required in the country. The RCO also houses the SDG MPTF Kenya Secretariat, where this post will be situated.
The Disaster Risk Reduction and Multi-Dimensional Resilience Adviser will work in the SDG MPTF Secretariat in the RCO for the full range of the UNCT Kenya with its 24 agencies.
The Adviser will work in the broader context of the reform of the UN development system, the Sustainable Development Goals and Agenda 2030 to facilitate and drive joint action and pooled funding under the Fund and financing and thereby strengthen the overall deliverables of the Kenya UNCT to achieve the priorities outlined in the UN Sustainable Development Cooperation Framework Kenya 2022-2026 as regards Disaster Risk Reduction (DRR), resilience in all its dimensions and the humanitarian/development/peace nexus with a particular focus on the Arid and Semi-Arid Lands (ASALs).
Position PurposeThe Adviser will bring together the UNCT actors who are working on DRR and resilience to enable the UN Kenya to better assist the Government of Kenya, the counties and other stakeholders through partnership, technical support, coordination and collaboration to transform the disaster affected country to a disaster resilient and a climate adapted one with a well-functioning humanitarian, development and peace nexus where all involved actors work seamlessly together.
In particular the Adviser will facilitate and drive joint programmes and pooled funding and financing for UN Kenya and will strengthen coordination and partnership with key Disaster Management and Resilience actors in Kenya.
Specifically the National Government Ministries and State Departments, NDMA, NDOC, COG, FCDC, IGRTC, Country Governments, UN Agencies, I/NGOs and private sector to achieve improved DRR and broader resilience outcomes as well as a coordinated humanitarian response linked to development and peace.
Duties and Responsibilities Technical Support to the coordination of the UNCT in Kenya:Support the coordination of the UNCT in Kenya (with for example UNDP, UNDRR, UNICEF, UNHABITAT, FAO, WFP, IOM, UNHCR and OCHA) to accelerate joint action and joint funding under the UNSDCF and the SDG MPTF Kenya for multi-dimensional resilience including climate adaptation and a well-functioning humanitarian/development/peace nexus in Kenya.
Provide strategic support to the design, implementation and results report processes of the UNSDCF and the SDG MPTF Kenya on DRR and multi-dimensional resilience in close collaboration with all actors, including the UNCT, the Kenyan government, International Financing Institutions, development partners and a broad range of stakeholders
The incumbent may be required to travel to conferences and workshops related to the position and is also expected to contribute to the overall work done by the MPTF Secretariat and the RCO as need be to realize the objectives of the UNSDCF.
Provide inputs to the preparation of MPTF Secretariat and UNRCO corporate and business plans pertaining to DRR and multi-dimensional resilience issues in the country, including the preparation of activity plans.
Develop increased DRR and multi-dimensional resilience capacity in the UNCT members and their agencies including through training as required.
Supervise and manage the staff assigned to the MPTF Secretariat and the RCO on DRR and multi-dimensional resilience, including consultants and staff on short-term assignments
Policy Level Input & Development Coordination:
Provide policy level input and coordination
for the development of national disaster risk reduction and resilience strategies, institutional and legislative systems and structures with clear roles for the mainstreaming of disaster risk reduction and resilience building into national and county development planning and programming.
Mobilizing capacity building support to the national and county governments, NDMA, NDOC, CoG, IGRTC & FCDC.
Harnessing existing global and national coordination tools and expertise for DRR and multi-dimensional resilience.
Networking and coordination of UN agencies and the wider groups of development partners in Kenya, bringing together efforts on the same.
Focal point and adviser to the RC and UNCT on issues related to the ASALs and humanitarian issues:
In close collaboration with the humanitarian UNCT members, serve as a focal point to advice the RC and facilitate for the UNCT on issues related to ASALs, the repatriation of refugees and the future of the refugee camps in Kenya.
Facilitate joint action including joint funding by the humanitarian and development actors.
Assist the RC, together with OCHA, in ensuring overall coherence around humanitarian action
High level Support for Joint Investments for Resilience:
On behalf of the SDG MPTF Kenya, engage with international partners including development partners, donors, UN agencies and INGOs to mobilize opportunities for joint investments under the UNSDCF for resilience including climate adaptation and the humanitarian/development/peace nexus in Kenya at the national and county levels
Knowledge management:
Review lessons learned from DRR and multi-dimensional resilience and identify and develop the appropriate follow-up initiatives.
Provide relevant substantive inputs to knowledge networking, including responding to requests to the UNRCO & UNCT for information on best practice and offering referrals to experts and expert institutions

Required Skills and Experience
Education:
Advanced university degree (Master's degree or equivalent degree) in disaster risk management, engineering, social science, public administration, international studies, rural development, and management or a discipline relevant to disaster risk management related field is required.
A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
A minimum of Seven (7) years (with Masters) and 9 years (with Bachelors Degree) of progressively responsible experience in disaster risk management, humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required.
Experience in disaster risk management in Kenya is desirable.
Experience in the UN Common System or other comparable international organization is desirable.
Languages:
Fluency in oral and written English Required.
