UNDP Country Programme Analyst Jobs in Ethiopia



Background

  • The Country Programme Analyst provides analytical support to the Country Programme Specialists in their support and monitoring of programme activities in Country Offices.

  • S/He facilitates effective and timely CO programme planning, monitoring and reporting.

  • The Analyst also helps to track and monitor CO performance against financial, operational and programme results, as well as compliance requirements, and makes recommendations to meet targets and deadlines.

  • S/He follows up on management responses and implementation of evaluation and audit recommendations, and performs substantive analysis on donor intelligence, staff and partnership survey data of the COs within her/his portfolio.

  • S/He will report to Country Programme Specialist; while not typically a supervisory position, the Analyst may manage the work of one or more Programme Assistants/Associates.

    Duties and Responsibilities

    Ensures COs have adequate Portfolio Management information, including in crisis situations, by:

  • Undertaking desk reviews and collecting information from other country programmes, evaluations, performance analytic, other available sources of lessons, sharing these with the Country Programme Specialist and offering recommendations on most relevant insights for specific COs;

  • Compiling and updating information from COs within his/her portfolio relating to annual and ad-hoc plans for advisory support, working with the Country Programme Specialist and the Policy Teams GPN/BPPS;

  • Providing input on country background and CO programme background to briefing notes, reports and other documents;

  • Analyzing aggregated requests in order to identify trends and identify areas where CO may require additional resources, advice or training.

    Enhances CO Planning and CP Evaluation by:

  • Tracking CO progress in meeting planning cycle deadlines, making recommendations to preclude delays and escalating concerns to the Country Programme Specialist as needed;

  • Following up on agreed actions for authorization of direct implementation where required;

  • Reviewing past evaluation findings and identifying relevant lessons learned for his/her country portfolio, sharing insights and recommendations with the Country Programme Specialist in order to support effective planning of CO programme, CPAP and SCF.

    Enhances CO Monitoring and Reporting activities by:

  • Conducting desk research and liaising with the Results Based Management RBM
    Team and Policy Advisors to identify best practices and guidance in support of the design of realistic and measurable monitoring indicators and targets for CO programmes;

  • Tracking and aggregating data on CO progress against IWP, evaluation and identifying opportunities for and/or facilitating formal training on monitoring and evaluation;

  • In close coordination with the Regional Hub teams and MST, supporting the Country Programme Specialist by collecting data on CO performance against operational, financial and efficiency targets and inputting these into the relevant platforms;

  • Monitoring CO risks and mitigation or escalation plans using the IRRF platform and providing timely information and recommendations to the supervisor to preclude issues and/or delays;

  • Tracking CO progress in meeting reporting deadlines and conducting a first review of the CO ROAR to ensure completeness of the report, raising concerns as well as providing substantive recommendations for improvements to the Country Programme Specialist.

    Enhancing Knowledge Management Support for external relationship and partnerships by:

  • Undertaking research on emerging opportunities and donor intelligence for countries within his/her portfolio to enhance accuracy and effectiveness of Country Programme Specialist engagement with external partners or in external forums of relevance;

  • Analyzing results from partnership survey and recommending applicable follow-up actions to supervisor and/or Country Support team management.

    Required Skills and Experience

    Education:

  • Advanced University degree in Development-related studies Economics, International Development and/or Relations, Political Science or other relevant Social Sciences.

    Experience:

  • At least two years of progressively responsible professional work experience in development, economics or other related field of work.

    Language Requirements:

  • Full proficiency in English is required.

  • Knowledge of French is an asset.
