BackgroundUN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates the efforts of the United Nations system to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world.
UN Women provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
UN Women South Africa Multi-Country Office (SAMCO) is based in Pretoria, South Africa and serves five countries: South Africa, Botswana, Lesotho, Namibia, and ESwatini.
It is in this context, of these priorities and the cooperation between the Presidency and UN Women SAMCO, that the services of an expert Consultant/s are required. Broadly speaking, this consultancy is expected to ultimately contribute to the following key tangible measures, that will be key to building productive financial, digital and property assets to reduce the gender gap in financial inclusion:
Objectives of the Assignment:Given the expected areas/ outputs this consultancy is expected to contribute, the main objective of this assignment is as follows:
First, to conduct research that provides a comprehensive mapping of the current state of play across African countries on Digital IDs, with particular emphasis on the status quo in terms of policy and regulatory measures in place, barriers that women confront, opportunities in place to facilitate ease of access, levels of success attained through these opportunities/ measures, and good emerging practices being applied by different African countries;
Secondly, to develop a set of guidelines for a comprehensive integrated national identification system that conforms to good global practices with respect to digitization, use of biometrics, and protection of personally identifiable information, and also adapted for regional context;
Provide recommendations on the policy and advocacy requirements that will contribute to strengthening access to digital IDs;
A model Digital ID policy framework that builds on identified established good practices and that could be used (and customized) within different country and regional contexts.
Scope of the Work:
The Consultant/s will conduct research and produce a comprehensive report on the state of play of digital IDs in Africa. The research is expected to be conducted through an analysis of qualitative and quantitative analysis of key issues within the context of expanding women’s economic inclusion through the acceleration of access digital inclusion through policy, regulatory and institutional measures.
In addition to establishing a research methodology and work-plan, the Consultant/s will be expected to provide regular updates, engage with key relevant stakeholders in the course of conducting the research.
Based on the research findings, the Consultant/s will produce a comprehensive report, key recommendations, a set of guidelines and model policy framework. Finally, the Consultant/s will be expected to provide bespoke technical guidance/ expertise to the Presidency and the AU Gender Unit on the development of a Digital IDs strategy for Africa.
Duties and Responsibilities
Duties and responsibilities include:
Establish and confirm research methodology, approach and work-plan/ implementation plan;
Research and analysis of key trends, issues, actors, policy, regulatory and institutional approaches and measures which and enabling/ disabling the establishment, access and use of Digital IDs by women, with particular reference to SMEs and marginalized women;
Consultations with key stakeholders (i.e., in government, women’s associations, the private sector and others) who are actively engaged in the Digital ID space and women’s economic inclusion;
Provide high level technical guidance and support to UN Women SAMCO; the Presidency; the AU Gender Unit as required;
Generate briefs and/ or updates
on the status of research and emerging findings, as required;
Organize and facilitate required validation workshop/s and/ or consultations as required for the products set out in the deliverables;
Provide technical inputs/ expertise in the development of the AU Gender Directorate Digital ID strategy development processes and advocacy strategy development;
Support the facilitation of advocacy events and make technical/ expert inputs to these events as required;
Support knowledge building and sharing through expert input of identified best practices, key lessons and challenges;
Provide technical support and guidance to the development of strategic partnerships and resource mobilization efforts to support the expansion of country establishment and increased use of digital IDs.
Functional Competencies:
Proven experience in the application of financial research methodologies and approaches, specifically within the domain of financial services, women, gender and the economy
Demonstrated capability to conduct cross country research, within the ambits of women and the economy and/ or entrepreneurship
Familiarity with actors (government, financial services providers, private sector and women’s networks) specifically within the women’s economic empowerment context
Familiarity financial regulatory and institutional environment, in terms of actors, policies, approaches and the intersection with women’s economic empowerment and financial inclusion;
In-depth knowledge of gender equality, women’s financial inclusion; women’s economic empowerment and entrepreneurship;
Proven experience in working with systems thinking and tools.
Strong communication and interpersonal skills, ability to foster networks and partnerships.
Ability to generate, articulate and adapt technical documents/ inputs through briefs and/ or presentation to diverse audiences (i.e., of varying knowledge and/ or familiarity to the context of digital IDs and women’s economic inclusion);
Ability to interpret, make technical inputs and provide strategic guidance on navigating and influencing the institutional and regulatory contexts, as they relate to the finance sector;
Ability to simplify complex concepts and easily share in complex in multi-stakeholder platforms/ engagements (i.e. collaborative partnerships) of different levels;
Ability to complete complex assignments in a timely manner and delivery quality results.
Technical expertise in preparing tender documents.
Excellent communication skills, especially training and writing skills.
Ability to work in a pressurised environment.
Required Skills and Experience
Education:
Master’s degree in social sciences, development studies, policy or another relevant field.
Experience:
At least 10 years experience working with the Government, NGOs and international organizations on gender equality and women empowerment;
Demonstrated ability to draft, generate and deliver high quality and complex research reports, technical/ strategic documents and accompanying presentations/ inputs;
Experience in gender equality, women’s rights and women’s economic empowerment;
Demonstrable knowledge and understanding of the ICT sector;
Experience in technical advisory support and/ or the development of policies and programmes in the context of women’s economic empowerment and/ or gender and economic inclusion and/ or women’s entrepreneurship;
At least 5 years of progressively responsible experience working with multi stakeholder coordination and strategic programme planning processes;
Experience in the development, planning, implementation, monitoring and reporting of programmes;
Experience working in gender equality and women’s rights at the international level is an asset;
Strong understanding of policy and legal frameworks on gender equality, preferential procurement and entrepreneurship;
In-depth understanding of the government processes and mechanisms.
Language Requirements:
Fluency in oral and written English is required;
Working knowledge of another official UN language is an asset.
