Brief description of WFP in UgandaWFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda.
In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.
As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.
Are You Up to the Challenge?We are seeking a qualified international consultant for the position of VAM Officer (Targeting, Prioritization and Beneficiary Selection) CSTII based in Kampala, The selected candidate will be employed on a Regular Consultancy Contract (11 months).
Organizational Context 1/2Under Research, Assessment and Monitoring Unit (formerly known as AMEL) - in 2022, WFP Uganda Country Office is committed to improve and reinforce the quality of the portfolio on its Food Security and Nutrition Assessments, to support data-driven and decision-making process for programme implementation.
The position is cornerstone to improve and reinforce data analysis and data structure in line with Geo Spatial analysis. The role will also ensure a capacity strengthening plan and the exchange of learning opportunities within WFP and partners.
The Position will act as Deputy Head of the RAM in Uganda Country Office, will operate with high degree of independence and is involved in more straight forward RAM activities and programmes. The Data management and analyst (Business Intelligence) Officer will report to the head of RAM, under the coordination of the Head of Programme
Purpose 1/2The targeting project will be lead jointly by RAM and Programme (WFP), in coordination with UNHCR and the Joint Programme Excellence and Targeting hub, and will recognize the cross functional nature of targeting, enhancing targeting capacities while driving the development and deployment of innovative tools and approaches to needs assessments, targeting, programming and monitoring including the urban space
Key Accountabilities (1/2)1. Develop protocols and procedures to ensure Two-way Accountability (from implementers to beneficiaries) and Transparency of Food Security and Nutrition Assessments and Analysis
• Lead the technical sub-group within WFP-UNHCR-Hub of excellence, to formulate the programme guidance, methodology and model on targeting, prioritization and selection of General Food assistance (GFA) beneficiaries in line with the practical realities of operating in the field.
• Document and lead desk reviews, the development of Assessment and monitoring plans
that will provide the most relevant and strategic information toward achieving expected results, while being compliant with WFP-OPM-UNHCR needs assessment monitoring requirements.
• To ensure scalability and replication, monitor, oversee and document operational research and evidence building on issues relevant to beneficiary targeting, prioritization, and selection of General Food assistance (GFA) beneficiaries, in coordination with Country Office (Crisis Response, Protection and Gender, Livelihoods and resilience, and Nutrition units), Area and Field Offices.
• Provide coaching and guidance to colleagues under its supervision, to ensure their development and enable them to perform at their best.
2. Ensure high standards of quality, reliability and validity of the data and analysis in line with WFP's privacy and protection guidelines.
• Contribute to the design and implementation of systems, tools, protocols, and data visualization products (static and dynamic) for assessments and monitoring strategy prioritization, targeting, and selection of General Food assistance (GFA) beneficiaries.
• In coordination with Area, Field and country office.
• Identify, develop and nurture operational partnerships to identify opportunities for collaborative approaches / initiatives that improve targeting, prioritization and selection of General Food assistance (GFA) beneficiaries.
• Incorporate an accountability to affected population, protection, and gender perspective in areas of work, to ensure equal participation of women and men.
Key Accountabilities(2/2)3. Support Data driven evidence-based decision-making process in a timely manner according to programmatic and strategic needs. (data preparedness)
• Facilitate the timely and productive use of information in line with WFP processes and standards, and prepare updates on the risks, assumptions and any factor that can influence the targeting, prioritization and selection of General Food assistance (GFA) beneficiaries.
• Support the development of trainings and seminars to enhance the capacity of WFP staff in beneficiary targeting, prioritization and selection
• On targeting, prioritization and selection of General Food assistance (GFA) beneficiaries, Represent WFP with partners to contribute to technical discussions, exchange of knowledge and experience, and seek for appropriate interventions based on evidence and areas of potential collaboration
Qualifications and ExperienceEducation: -
Master’s degree in agriculture, Nutrition, Sociology, Economics, Rural development or any related field.
Experience:-
More than 6 years progressively responsible professional experience in international humanitarian or development work.
Applied knowledge of humanitarian and development programming, especially in an area related to beneficiary targeting, prioritization and selection.
Programmatic experience in operating in an urban environment is desirable - Previous UN experience, preferably with WFP, is highly desirable.
Knowledge & Skills:
Demonstrated proficiency in the use of statistical tools and methods for quantitative and/or qualitative food security analysis, and the use of data management software, and information management tools. - Coordination and implementation of assessments.
Proficient reporting writing skills.
Advanced working knowledge and experience in MS Office, Stata, SPSS - Intermediate knowledge in SQL, R, Python is desirable.
Languages: -
Fluency in oral and written English, including strong writing skills
