Global Fleet ContextWFP owns, leases, and globally operates more than 900 trucks of different configurations, trailers, and workshop facilities throughout 28 Country Offices (COs).
The WFP fleet is deployed to fill critical gaps in local transport capacity and stabilize transport rates in the event of increased insecurity and/or sudden growth in demand, as well as pioneer new routes that, due to prevailing insecurity, would remain inaccessible to local transporters.
The Global Fleet unit provides a range of fleet services to WFP and non-WFP entities such as spare parts supply, technical trainings, capacity strengthening projects and the managing of a corporate fleet management- and vehicle tracking systems.
The Global Fleet Unit has initiated a capacity strengthening project in Accra, Ghana to establish a Transport Training Centre (TTC) over the next 5 years.
This project is a public private partnership to deliver training opportunities to private sector, governments, NGOs, and WFP employees in West Africa in collaboration with strong private and public partners.
Partnership agreements have already been signed with private sector partners to support this project over the 5-year period. After 5 years, the Training Centre facility will be handed over to local actors as part of the capacity strengthening strategy of this initiative.
Job PurposeThe incumbent, based in Accra will coordinate all technical training aspects of the project. He/she will supervise training staff, other support staff and the local engineer who will be overseeing the construction of the facility.
The responsibilities will include the engagement with UNHRD in Ghana, the Ghana Country
Office, local actors and trainees, and the preparation and reviewing of training content and the conducting of technical meetings with local actors to identify training needs.
Key Accountabilities (not all-inclusive)
Under the general supervision of the Project Manager, the incumbent shall perform the following duties:
Manage and coordinate the TTC activities in close collaboration with UNHRD, the Ghana Country Office, local actors, and trainees.
Develop and implement training proposals and schedules, closely liaising with all stakeholders.
Lead the mapping of local private and public actors in Ghana and the region and build partnerships.
Conduct technical meetings with local actors to assess training needs.
Oversee the creation of training content closely with project partners and agree on common pedagogical resources to be included in the training catalogue.
Collect and consolidate project impact measurement data through different channels (LMS, training questionnaires, etc.)
Provide guidance on the building of the online training portal hosted in WFP’s corporate learning channel ‘WeLearn’ and oversee the regular maintenance and update of the portal
Present TTC activities to Country Offices for potential training opportunities.
Keep track and communicate on the progress of the TTC construction and the completion of trainings as per the training plan.
Supervise engineer and trainers at the TTC to conduct trainings and prepare training content.
Align TTC training schedules with ongoing capacity strengthening activities in the Ghana Country Office and the region.
Conduct fleet assessment missions in relevant project countries.
Perform any other related task.
Standard Minimum Qualifications
Education
University degree in Business Administration, Engineering, Transport Economics or other related field to surface transport
Experience
At least 6 years of progressively responsible post-graduate experience in Transport/Logistics or Fleet Management
Experience carrying out methodical assessments for optimization purposes
Experience in supervising professional staff
Knowledge in fleet management systems, processes and operations
Language
Working knowledge (proficiency/Level C) of English and French is required
