Organizational Context

The United Nations (UN) General Assembly (GA), in its resolution 44/211 of 22 December 1989, requested all organs, organisations and bodies of the United Nation System to make the necessary arrangements to establish common premises at the country level.

GA Resolution General Assembly resolution 72/279 in May 2018 emphasised importance of establishment of common premises to enable joint work and generate greater efficiencies, synergies and coherence, and requested the implementation of those measures in accordance with resolution 71/243.

Common premises serve to reinforce the efficiency of operations, in particular through the consolidation of the administrative infrastructure of the organisations concerned.

Therefore in furtherance of the UN Secretary General’s Reform Agenda of more cohesive, efficient and cost effective UN Operations, 9 resident UN agencies in Karamoja (WFP, UNICEF, UNDP, UNWOMEN, UNFPA, WHO, OHCHR, UNDSS, and FAO) are co-located on the same compound or common premises in Moroto.

The participating UN agencies have entered into a Common Services Arrangement for a shared range of services including but not limited to Fuel, Security, Cleaning Services, Air Conditioning Services, Fumigation Services, Utility Services, Staff Wellness (Gym) Services with WFP as the Lead Agency.

Job Purpose

In line with the UN Business Operations Strategy (BOS), the Incumbent will support effective delivery and maintenance of client-focused, value-for money oriented quality site maintenance services. The incumbent is expected to perform routine site maintenance tasks to support safe, comfortable and reliable working environment.

Key Accountabilities (not all-inclusive)

  • Plan, coordinate and provide a variety of site maintenance and installation works, to ensure preventive maintenance (e.g., generators, water heaters, water pumps, etc.) is carried out regularly ensuring well-functioning equipment.

  • Coordinate and/or provide pottering and cleaning services (e.g., moving assets, reorganizing/installing workstations, assisting in setting up conference/meeting/event locations, removing waste materials, emergency cleaning, etc.), to support organized and safe work environment.

  • Perform regular and ad hoc installations, repairs and maintenance of plumbing systems and components, to ensure all installations meet established safety standards.

  • Assist in maintaining accurate inventory records through physical check and maintenance of lists/database, and arrange disposal of identified equipment and materials, strictly following WFP assets management guidelines.

  • Compile and provide accurate reports on works undertaken, services provided, materials procured and used for installations/repairs including accurate generator fuel logbooks, to support accurate accounting and enable efficient planning for future works/services.

  • Provide technical guidance to external contractors during specific maintenance schedules, to enable efficient and cost-effective services.

  • Provide support to evaluate installation/repair works, compare prices of materials, and contribute to planning of future preventive maintenance works, to contribute to efficient and cost-effective site maintenance services.

  • Receive fuel from the supplier into fuel storage tanks and check to ensure that quantity in the delivery note tallies with that delivered and invoiced.

  • Ensure safe custody of fuel delivered into the fuel storage tanks.

  • Monitor fuel storage and dispensing equipment namely: tanks and pumps and report any actual or suspected defects that may result into loss.

  • Monitor fuel disbursement and ensure timely replenishment whenever fuel reaches the re-order level.

  • Disburse fuel to different UN agencies and generators as per approved fuel issue vouchers/coupons.

  • Maintain up-to-date records relating to fuel receipts, issues, and balances.
    Prepare end of month fuel utilisation reports.

  • Carry out inventory of fuel to tally the physical and recorded fuel stock and report fuel variances discovered

  • Monitor generator operations to ensure that they are regularly serviced and maintained s to track report when they are due for service

  • Perform any other duties as required.

    Standard Minimum Qualifications

    Education:

  • Completion of secondary school education.

    Experience:

  • Two or more years of related experience in site maintenance and basic record keeping.

    Knowledge and Skills:

  • Knowledge of simple machine operations and use of cleaning materials/ solutions.

  • Ability to operate and maintain equipment and supplies in good working order.

  • Knowledge of safety precautions. High sense of responsibility and punctuality.

  • Honesty and integrity.

  • Ability to work in a multicultural environment.

  • Ability to work in a team.

  • Ability to work in all weather conditions.

    Language:

  • Fluency in written and oral English language.

  • Ability to communicate in Ngakariojong, Lebthur and/or Swahili languages is an added advantage.
