Organizational ContextWFP is seeking to fill a Service Contract position for national Early Warning Experts, based in the WFP Ethiopian Country Office, Addis Ababa.
WFP is seeking to enhance its capacities and expertise by recruiting a Programme Officer who will provide technical support and guidance on early warning and related activities to support an integrated risk management approach across VAM’s portfolio. WFP aims to implement this work through capacity building of the EDRMC (Ethiopia Disaster Risk Management Commission) and its regional wings.
The focus of this function will be to ensure that the early warning capacity strengthening activities are implemented according to project timelines and integrated across relevant government, VAM, and other program sections initiatives.
The Programme officer will be working on capacity-strengthening activities at national and regional levels and specific activities include identifying capacity needs, project proposal development, organizing/facilitating training, and workshops, follow up fund utilization and reporting, report writing, and ensuring project deliverables are met on time and on budget.
Job PurposeThe overall goal of the early warning capacity strengthening initiative is to produce accurate and timely early warning information that are useful for early action and timely & appropriate response. The project will achieve this by strengthening national capacities and systems for data collection, analysis, and dissemination.
Key Accountabilities (not all-inclusive)Under the general supervision and guidance of the Programme Policy Officer, GIS & mapping, within the delegated authority, the incumbent will be responsible for the following duties:
• Identify potential synergies with other early warning system enhancement initiatives in the regions/country and identify capacity gap and needs.
• Develop project proposal on capacity strengthening based on the identified gap
• Conduct multi-stakeholder workshops and trainings on early warning data collection, analysis
• Support EDRMC’s early warning data management
• Ensure timely commitment of funds and its utilization
• Report writing for mid and end of project timelines, support to communications and advocacy, presentations, and knowledge sharing
• Liaise with national counterparts, to support effective collaboration, implementation, compliance, and monitoring of ongoing project activities.
• Support the Early warning capacity building in different regions.
Standard Minimum QualificationsEducation:• Completion of secondary school education. A post-secondary education in Agriculture, Natural Resource Management, Disaster Risk Reduction, Social science, or other related fields or 5 years of equivalent professional work experience, combined with a first university degree in a related discipline.
Experience:• Seven years of working experience focusing on early warning and food security assessment /analysis activities including training development, facilitating and organizing training, and community engagement. or 5 years of equivalent professional work experience, combined with a first university degree
Language: Fluency in both oral and written communication in the English language.
Technical Skills & Knowledge:
