Brief description of WFP in Uganda

WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience.

WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda.

In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda

We are seeking a qualified individual for the position of Programme Policy Officer (Systems and Data Analyst), SC8 to be based in Kampala. Selected candidates will be employed on Service Contract

Standard Minimum Qualifications

  • Bachelor’s degree in Social Sciences, Economics, Data sets management, Business Administration, Development studies or any related field.
  • More than 5 years’ experience in an international organization working in areas of strategic Learning agenda, Data management, Monitoring and evaluation platforms, data management, social registries, beneficiary assistance delivery
  • Exposure to digital identity management, use of registration platform, data quality processes and analysis in vulnerable communities
  • Clear understanding of any registration processes for social protection and knowledge of principles and practices that support its operations
  • Good analytical skills and experience in managing and using various and huge data sets
    National Professional: Fluency (level C) in English language and the duty station’s language, if different.

    Organizational Context

    Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed.

    They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

    Job Purpose

    Under the supervision of the Head of Digital Social Protection, the programme Policy Officer will provide technical and operational support in identifying and strategizing performance enhancement through quality and performance analysis of data processes and information to support strategic design, transformation and progressive alignment of the BIAM implementation deliverables to the overall institutional and government priorities.

    Key Account-abilities

  • Support and coordinate the strategic portfolios and process designs using data analysis, projections and advisory of the implementation of the digital identify platform for social protection
  • Provide guidance and support to the implementation of the standard operating procedures of the BIAM roll out and functionality
  • Develop and design the operational road maps for the BIAM and registration processes roll out to the refugee districts
  • Identify strategic correlation and interpretation of data sets and processes with defined recommendation for the improvement of the digital identify implementation across the country.
  • Assist process and output design of various activities and project roll out and give appropriate recommendations to the assistance delivery strategies based on data analysis using corporate tools such as Tableau.
  • Support and coordinate the various programmatic assessments and lessons learnt to inform parodic strategic designs and implementations of activities
  • Coordinate with other relevant units like IT and AMEL to ensure that there is synchronization with the various data collection
    tools and data sets for a comprehensive risk analysis and mitigation strategies
  • Participate in the preparation and conceptualization of the standard operating procedures for all digital platforms for both data capture and utilization
  • Prepare and put forward technical control strategies to ensure data quality is upheld before, during and after registration and data utilization across various platforms.
  • The data quality will inform the utilization effectiveness and efficiency
  • Participate in experience sharing and consultative meeting with various stakeholders to support bench marking of the registration roll out process to other parts of the country.
  • Support the systems utilization for effective service delivery using the various platforms and data sets such as SCOPE CODA, MCHN, AMS roll out across the country
  • Support the help desk team in process design, information analysis and ensure there are linkages with the digital platforms
