Standard Minimum Qualifications
Education: Advanced University degree in Development Studies, Economics, Agriculture, Environmental Science, Social Sciences or other fields relevant to international development assistance, or University Degree with additional years of related work experience.
Languages: Fluency in oral and written communication in English. Knowledge of the local language is added advantage.
Organizational Context
These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.
Job Purpose
The World Food Programme (WFP) is United Nations frontline agency in the fight against hunger, WFP is continually responding to emergencies. We save lives by getting food to the hungry fast. But WFP also works to help prevent hunger in the future. We do this through programmes that use food as a means to build assets, spread knowledge and nurture stronger, more dynamic communities. This helps com- munities become more food secure.
On average, WFP aims to bring food assistance to more than 80 million people in more than 123 countries. In Ethiopia, WFP is working with the Government and humanitarian partners to strengthen the resilience of Ethiopia’s most vulnerable population and to chart a more prosperous and sustainable future for the next generation. Through its 5-year Country Strategic Plan, WFP Ethiopia provides nutrition-sensitive climate risk management services and capacity strengthening support for smallholder farmers, pastoralists, refugees and host-communities most vulnerable to climate shocks.
WFP-supported resilience-building interventions, include facilitating access to agricultural inputs, technologies, weather-indexed livestock and crop insurance, financial services and livelihood diversification for smallholder farmers and pastoralists. Strengthening of market systems, and capacity of local institutions and systems, as well as natural resources management (soil and water management) are key components of the WFP strategy in Ethiopia.
WFP also supports resilience and livelihood interventions for refugees and host communities, contributing to the National Comprehensive Refugee Response Framework and addressing root causes of migration. WFP programmes contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity.
Under the WFP-supported Integrated Smallholder Resilience and Livelihood Support initiative, WFP endeavours to improve smallholder production and productivity through increased access to agricultural services and inputs (high quality seeds, fertilizers and chemicals), implements (including mechanisation services), Post-Harvest Management technologies (hermetic storage technologies such as Purdue Improved Crop Storage (PICS) bags), extension support, training and access to markets and financial services for smallholders.
Key Accountabilities
Under the direct supervision of the Head of Gambella Sub-office (HoSO), the Programme Policy Officer will be responsible for providing strategic guidance and operational support to partners and other stakeholders to implement an integrated Smallholder Resilience and Livelihood Initiative that aims to increase production, productivity and incomes for smallholder farmers in the Gambella Region.
Specific duties will include:
• Act as the main liaison between WFP, Cooperating Partners and the Bureau of Agriculture and Natural Resource Management (BoANRM) to promote the adoption of environmentally sustainable, climate resilient agricultural practices in Gambella Region.
• Technically support initiatives that promote good agriculture practices, and increased access to agricultural
services including inputs, implements, Post-Harvest Management technologies, extension support, and training for smallholder farmers.
Working in close liaison with relevant government agencies, and cooperating partners, provide technical support in the formation of smallholder farmer groups and cooperatives and ensure their capacity and knowledge are strengthened in the areas GAP, PHM, food safety and quality.
• Provide leadership in the establishment of Agro-dealer networks to increase availability and easy access to agricultural inputs and services for smallholder farmers.
• In close liaison with M&E focal persons for the CPs and Country Office, support the generation of progress monitoring reports, impact stories, photo images and video clips for social media, and participate in project evaluation and documentation of the lessons learned and best practices.
• In liaison with the HoSO, review partners’ project proposals and progress reports and contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
• Support the HoSO in building and maintaining strategic partnerships with relevant key stakeholders along the entire value chain (including private sector, UN, etc) to optimize benefits for smallholders.
• Undertake periodical oversight missions with relevant government agencies and ensure implementation of the integrated smallholder resilience and livelihood activities by CPs is in line with approved plans.
• Participate in the inter-agency coordination meetings and missions to share information on the integrated
Smallholder Resilience and Livelihood support initiative and continuously identify synergies and opportunities for collaboration with other partners.
• Perform other duties as assigned.
Functional Capabilities
Programme Lifecycle & Food Assistance
Displays ability to identify the main hunger problem at the national or subnational level to design and implement context-specific programmes that integrate complex analysis and the full range of food assistance tools.
Transfer Modalities (Food, Cash, Voucher)
Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.
Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.)
Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.
Emergency Programming
Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific approaches.
Strategic Policy Engagement w/ Government
Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.
Other Specific Job Requirements
Technical Skills & Knowledge:
• Excellent analytical skills, resourcefulness, maturity of judgement, negotiating skills and good understanding of nutrition mainstreaming, food security analysis and food system frameworks.
• Excellent presentation skills and ability to engage and communicate effectively on all aspects of the project
• Ability to work in a multi-cultural team and cope with difficult situations, demonstrated ability to develop and maintain effective work relationships with partners, WFP staff, host population, and counterparts.
• Ability to establish priorities and to plan, coordinate and monitor own work plan and possess excellent computer skills in MS Outlook, Word, Excel and PowerPoint.
Desired Experiences for Entry Into the Role
Experience: Served in comparable and relevant position in the public service or private sector for at least three and a half (3.5) years.
