Organizational ContextThese jobs are found in Gambella Sub-office and Punyido Field Office. At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and project activities requiring some interpretation of standard guidelines and practices.
The Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of Integrated small holder resilience and livelihood support Project (ISRLS) activities.
Job PurposeUnder the overall supervision of the Gambella Sub-office and Pinyudo Filed Office, the position holder will report to the programme policy officer (Integrated Smallholder Resilience and Livelihood Support)).
He/she will be responsible for supporting the implementation of a range of smallholder livelihood and building resilience-building activities within Gambella region. This position will require interpretation of WFP policies guidelines/practices and application Climate Smart Agriculture and post-harvest management principles.
Key Accountabilities (not all-inclusive)Provide technical support in designing, planning, and implementing initiatives that optimize value creation and commercialization opportunities with a specific focus on climate-smart agriculture and post-harvest loss management along priority value chains in Gambella region.
Coordinate farmer Organization development in collaboration with other relevant project stakeholders through undertaking profiling exercises, identifying, and recommending capacity strengthening needs and supporting county government lead departments in designing and implementing tailored capacity strengthening initiatives.
Collaborate with the partners to ensure regular community dialogues and sensitization meetings with Agricultural issues including Agri-nutrition, climate smart agriculture, post-harvest management, and storage, strengthening farmer extension systems and establishing community seed banks.
Propose ways to strengthen the integration of gender, youth, nutrition, and climate action in all activities being implemented in the counties of operation
Work and exchange information with internal counterparts to support effective collaboration, implementation, and monitoring of ongoing project activities.
Support the capacity building of WFP staff, cooperating partners, and local government within the specific technical area.
Provide specialized support to IRSLSP operations and programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures in the following areas:
Conduct needs assessments of target smallholder farmers, farmer groups and aggregators/Lead farmers, using standardized tools and approaches.
Facilitate participating farmer organizations and farmer-friendly aggregation entities to access agricultural services by coordinating with key value chain stakeholders (Aggregators, MFIs) on the ground.
Facilitate linkages of farmer groups to private sector entities for access to on and off farm equipment like the post-harvest handling equipment.
Monitor and assist cooperatives and other aggregation entities to adhere to terms of produce delivery contracts facilitated by WFP.
Conduct training of trainers of partner staff, as well as ensure quality monitoring of all project beneficiary related capacity building activities
Within the specific area of responsibility, prepare a range of reports and data analysis (e.g., programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
Promote agriculture financing through establishment of Village Savings and Loans Association (VSLAs)
and facilitate smallholder farmers’ financial inclusion through training and promotion of innovative digital financial services
Ensure and/or perform accurate, timely recording of data within the specific technical area of work and consistency of information presented to stakeholders.
Liaise with internal counterparts across functional units to support effective collaboration, implementation and monitoring of ongoing project activities. (Process and Outcome monitoring)
Coordinate and communicate with local partners, agencies, NGOs and regional and Woreda government institutions to perform IRSLSP-related activities in a timely and effective manner.
Support the capacity building of WFP staff, and cooperating partners involved in implementing WFP supported activities that fall in the scope of the IRSLS project.
Act as a point of contact for resolution of a range of operational queries and problems related to SHF support within the geographic area of responsibility.
Liaise with internal counterparts to support effective collaboration, implementation, and monitoring of ongoing project activities.
Ensure and/or perform accurate and timely collection and recording of project data into WFP’s programme data management tool (inputs and outputs) and ensure consistency of information
Prepare a range of reports and data analysis, ensuring comprehensive reporting and documentation, based on data collected. This includes regular programme performance status, documentation, and communication of best practices to inform scale and bad practices for learning, highlighting of trends/issues while ensuring deliverables adhere to corporate standards and quality control.
Support in Partnership forging and collaboration. This would include mapping of key partners to engage based on smallholder, trader, and processor needs.
Support for process, output and outcome monitoring of the project

Qualifications & Experience Required
Experience:
At least 5 years of solid, responsible and relevant work experience in a humanitarian organization and dealing with livelihoods, resilience building, market system development approach, nutrition, food security analysis, market linkages and etc.
Education:
Completion of secondary school education. A post-secondary training in the related functional area of Agriculture Economics, Agricultural extension, agronomist, plant sciences, rural development, Agribusiness Development, Post-Harvest Management, Land and Water Management, or other fields relevant to training.
Possession of a University Degree in these fields will be an added advantage.
Language:
Fluency in both oral and written communication in local languages such as Anuak and Nuer.
Fluency in both oral and written communication in English.
Knowledge & Skills:
Has experience in working with smallholder farmers on Climate- smart agriculture and post-harvest management support at scale
Experience working with small and medium enterprises (SME) in development. Particular focus on selected value chains is required, with extensive experience working with value chain actors (including financial institutions, aggregators, government institutions, processors and many others).
Has worked in the technical area i.e., livelihoods, resilience building, market system development approach, nutrition, food security analysis, market linkages, etc.) in Gambella region.
Demonstrated responsibility and initiative to respond independently to various queries with only general guidance and use judgment in dealing with unforeseen operational problems daily.
