Background & Purpose of the Assignment

WFP Ethiopia, one of the largest and complex operations for WFP globally, is currently rolling out its five-year Country Strategic Plan (2020-2025).

While the bulk of operations will continue to address the immediate short-term needs of refugees, internally displaced persons and other food-insecure and undernourished people, there will be a gradual expansion and intensification of resilience and livelihood diversification initiatives at the humanitarian–development–peace nexus.

WFP will focus on the prevention of malnutrition, the building of resilience and the integration of nutrition concerns and gender equality throughout the portfolio.

WFP Ethiopia has integrated Cash-Based Transfers (CBT) and In-kind modalities being used in its humanitarian response and resilience building Programme. Both CBT and in-kind modalities are used based on the context and feasibility of each operation/programme for targeted beneficiaries. CBT and Inkind is implemented across four activities (relief food assistance, malnutrition prevention, refugee support and resilience building).

This year WFP Ethiopia CO has initiated a massive targeting and digital registration exercise where around 4 million people will be registered in the WFP database within a period of 1 year to provide inkind food assistance.

The purpose of this consultancy is to coordinate the registration project from the CO level and further enhance Beneficiary Information Management (BIM) and its utilization in the ongoing as well as upcoming digital registration projects.

Key Accountabilities (not all-inclusive)

  • Ensure the implementation of WFP Ethiopia’s new Standard Operating Procedures on the targeting, digital registration and distribution exercises.

  • Following up on the process flow for the project management of the registration exercise in the Tigray and Somali regions.

  • Coordinate with all internal stakeholders to ensure the smooth implementation of the registration exercise.

  • Lead in estimating the needs of the equipment required for digital registration and food distribution and ensure timely procurement in consultation with the sectoral units.

  • Coordinate with all the units including logistics , procurement, TEC , security, programme , RAM with regards to Registration and food distribution.

  • Support in delivering training to WFP and Cooperating partner’s staff on registration and Payment Instrument Tracking (PIT) tool for food distribution.

  • Coronadite and resolves operational and technical issues related to digital registration and food distribution.

  • Ensure the smooth implementation of digital registration and food distribution tool

  • Need estimation for QR codes and PVC ration card, their timely printing and dispatch to respective AOs jointly with TEC.

  • Submit a report on the status of the registration exercise to the Head of Cash-based Transfer team every day by close of business.

  • Develop a document that summarizes
    the elements of the registration exercise that could be shared with internal and/or external audiences.

  • Develop monthly reports on Registration and digital food distribution.

  • Undertake other tasks as required.

    Qualifications & Experience Required

  • Education: Advanced University degree, preferably in Information Systems, International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, Business Administration, Public Policy or other fields, or First University Degree with additional years of related work experience and/or trainings/courses.

    Experience:

  • At least five (5) years of postgraduate progressively responsible professional experience in private or public sector demonstrating high performance;

  • Solid understanding of CBT project management cycle, including experience with at least one phase: analysis & assessments, design, implementation, and/or M&E; and/or experience across the policy cycle, from agenda setting to formulation, adoption, implementation and evaluation of national policies;

  • Experience in food assistance and cash-based transfers programming: in the design, set-up, implementation, and evaluation of multiple delivery systems through different transfers modalities is an asset and highly valued

  • Experience in coordination with multiple stakeholders, including government counterparts, private sectors, civil society, and the humanitarian community,

  • Experience in humanitarian and hardship contexts is desirable, and;

  • Developed practical expertise in data analysis & management, data privacy & protection and digital transformation implementation through a project management cycle including the design, data collection and analysis and assessment.

    Knowledge & Skills:

  • Good understanding of Project Cycle Management and its application;

  • Good understanding of basic principles guiding transfer modality selection and implementation;

  • Basic understanding of CBT programming and proven support in assessing, designing, implementing and monitoring (CBT) programmes is an advantage;

  • Basic knowledge of one or more cross cutting areas, such as protection, accountability to affected populations, gender and conflict-sensitive approaches– into programming is considered an asset;

  • Knowledge of one or more of the following thematic areas: resilience, livelihoods, food systems, human capital development, financial inclusion, nutrition, social protection, climate change adaptation is an asset;

  • Familiarity with capacity development and knowledge transfer models, concepts and principles;

  • Ability to communicate effectively and compellingly, orally and in writing and foster programmatic partnerships;

  • Has engaged in policy discussions and provided input into policy decisions;

  • Strong motivation to make a difference and to contribute to WFP’s mandate;

  • Proven effective cognitive abilities, analytical and problem-solving skills;

  • Innovative thinking

  • Learning agility and thirst for constant growth;

  • Openness and passion for new experiences and multicultural environments;

  • Has taken initiative when implementing programmes.

  • Language: Fluency (level C) in English language.
