Background and Purpose of the Assignment
In 2020 WFP CO Ethiopia has launched its CSP 2020-2025. The five-year country strategic plan is based on WFP’s recognized strengths and on strong strategic and operational partnerships with the Government, private sector entities, non-governmental organizations and other United Nations agencies.
While the bulk of operations will continue to address the immediate short-term needs of refugees, internally displaced persons and other food-insecure and undernourished people, there will be a gradual expansion and intensification of climate change adaptation, resilience and livelihood diversification initiatives also linked to the humanitarian-development–peace nexus. WFP will focus on the prevention of malnutrition, the building of resilience and the integration of nutrition concerns and gender equality throughout the portfolio.
Following the launch of the CSP, WFP ETCO has revised its organigramme having Activity 5 responsible for Strategic Outcome 2: Vulnerable and food-insecure populations in targeted areas have increased resilience to shocks.
Under the Activity 5 portfolio, the major on-going initiative is the SIDA DANIDA) funded Refugee & Host communities’ Livelihood Diversification program.
This initiative is strategically very important for WFP ETCO because of the theme of the actions, the level of the negative impact that lack of proper interventions could have on the beneficiaries and the existing relationship with the Donor(s).
The purpose of this assignment is to have a focal point for Activity 5 initiatives in the Gambella region in order to guarantee proper on-ground coordination as well as cooperation with CPs, government counterparts and other stakeholders.
Organizational Context
This job is found in WFP Ethiopia Sub-office based in Gambella. The job holder typically report to a more senior Programme Policy Officer or the designate. The job holder is likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed.
Job Purpose
Under the general supervision and guidance of the Head of Sub Office and matrix relationship with CO Activity 5 Team leader, the job holder provides support to policy and programme activities that effectively engage targeted beneficiaries on development related activities.
Key Accountabilities
Serve as a focal point for WFP ETCO for all initiatives under Activity 5 in Gambella region;
Liaise with government counterparts, CPs, FSPs, and other stakeholders on all technical aspects related to Activity 5 initiatives.
Coordinate on-ground implementation of Activity 5 actions in Gambella region.
Support capacity strengthening activities at regional and local level falling under Activity 5;
Coordinates the establishment of various local partnership forums to facilitate learning and scaling up of good practices relevant to WFP and activity 5;
Maintain up to date information and provide timely information as required.
Coordinate needs assessment missions and data analysis;
Identifies good practices related to Activity 5 for further program quality improvement.
Conduct refugee
and host communities ‘livelihoods assessments including market analysis, socioeconomic assessments, institutional mappings, etc.
Identify context specific livelihood activities that contribute for resilience building, self- reliance and rehabilitation of the physical environment for refugees as well as host community around the refugee camps.
Coordinate the management of WFP-supported refugee and host communities’ livelihood diversification projects in in and around refugee camps.
Manage, in coordination with partners, the implementation of capacity building initiatives for the smallholder farmers that will lead to increased productivity and subsequent increased sales (addressing some systemic problems in the food systems).
Build and maintain strategic partnerships with key stakeholders including private sector, financial service providers, development actors, government etc.
Monitor the Cooperating Partner profiling, capacity assessment and evaluation based on WFP guidelines including maintaining data and records on evaluation.
Drafts Field Level Agreements (FLAs) for implementations of livelihood diversification activities
Support the development of livelihoods and resilience programming and projects for the refugee camps and host community around refugee camps in Ethiopia in a way that links humanitarian responses with long term development.
Liaise with the concerned authorities, partners and other stakeholders on livelihoods and resilience building projects.
Assess the training needs of relevant partner staff and support the design and implementation of appropriate capacity development activities.
Prepare regular implementation progress reports on livelihoods projects.
Contribute to documenting lessons learned and best practices in livelihood and resilience-building programming in the area of operation.
Collect, document, and share lessons learned and results of Activity 5 actions implementation;
Supervise field monitors for strengthening/ building their technical and functional capacities on thematic areas related to Activity 5 (climate change adaptation, resilience building, DRR/DRM, Market access to farmers, etc.);
Organize missions for WFP ETCO, donors, and other partners;
Assist in the design of new Activity 5 initiatives for the Gambela region;
Any additional duties as requested.
Standard Minimum Qualifications
Education: University degree in International Development, Economics, Agriculture, Social science, Management or other relevant fields with 2 years of relevant professional work experience OR a master’s degree with at least 1 year of professional experience in a related field.
Experience: At least two years of professional working experience in food security, resilience building, climate change adaptation, or other relevant fields.
Language: Fluency in oral and written in English and Amharic. Knowledge of other Ethiopian regional languages would be an advantage.
Knowledge & Skills:
Ability to work independently in a timely and organized manner;
Excellent oral and written communication skills;
Willingness to explore and experiment with new ideas and approaches in own work;
Ability to work in a team and multi-task as needed;
A strong understanding of micro finance sector in Ethiopia.
