    Organizational Context

  • The Country Office, under its new Country Strategic Plan, plans to assist 4.4 million internally displaced people, refugees, and crisis-affected populations, with a mix of food and cash or vouchers depending on population needs, market readiness, funding constraints, and other factors. One of the key aspects of this assignment is to support the sensitisation, implementation and scaling up of the GFD+ strategy.

  • Currently, WFP is moving towards supporting the scaling up of GFD+ across the country. There is an urgent need to document the various activities which contributes towards building up the resilience of the community. Therefore, documentation of these procedures as well as developing guides with technical information providing guidance to the field staff and/or other stakeholders is critical.
    This assignment is in the Emergency section of Programme Unit in WFP South Sudan and the job holder is to report to the Head of Emergency at the Country Office.

    Job Purpose

  • To design and manage programmes of moderate size or complexity that effectively meet food assistance needs, or contribute to policy formulation and/or provide technical advice or oversight on programme strategy and implementation.

    Key Accountabilities

  • Supporting the roll-out and expansion of integrated GFD+ livelihood activities in targeted communities. To support the implementation of productive asset creation (PAC) under lean season assistance across southern districts, build the capacity of the partners, WFP Emergency Unit and field-based staff to deliver light resilience activities (PAC), and ensure sound development of project management tools for the design, implementation, monitoring, evaluation and reporting of activities;

  • Ensure a lessons-learnt approach to the design, planning, partner engagement and management, and implementation of the GFD+ livelihood activities and

  • Lead, motivate and develop a team of participating staff to enable high performance.
    Work flexibly with Safety Nets and Resilience Unit, field offices and other technical units supporting other tasks by agreement with the direct supervisor.

    Specific Tasks and Responsibilities Will Include:

    Help coordinate GFD+ activities in South Sudan:

  • Oversee interventions to ensure coherence with the project proposal alignment with the WFP SS GFD response strategy and quality delivery.

  • Ensure GFD+ programs adhere to best practices in project cycle management (community consultations, proposal generation, review, approval, implementation, tracking the resource utilization spending plan, procurement plan, monitoring, evaluation, etc.).

    Support overall implementation of GFD+ productive asset creation activities under Activity 1 and 2 to:

  • Ensure targeting is transparent and appropriate for GFD+ productive asset activities by state/site.

  • Work with cooperating partners in the state to identify potential complementary activities.

  • Support communities, IPs, and CPs create assets with minimum technical standards.

  • Ensure resources are utilized and reported as planned.

  • Undertake regular monitoring; repot on process and output on monthly basis.

  • Support the preparation of the Field Level Agreements and/or memoranda of understanding between WFP and NGO-partners for targeted states.

  • Support and advise on the management of partner’s performance monitoring, evaluation and documentation based on the provision of the field level agreements and/or memorandum of understanding.

  • Ensure project implementation in adherence to the WFP gender policy.

  • Take lead in the preparation of South Sudan regional specific GFD+ field manual including the work norms, work specifications, general do’s and don’ts related to activity implementation and other tools which will be used by other colleagues.

    Deliverables at the End of the Contract:

    At the end of the contract, the consultant is expected to have completed the following:

  • Contextual analysis for each GFD+ site identified. Carry out rapid assessments to supplement existing situational analysises to address gaps/needs already identified in previous
    beneficiary consultations.

  • Implementation of GFD+ activities within the proposed timelines.

  • Monitoring and reporting of GFD+ mainstreamed into existing monitoring mechanisms.

  • Complaints and feedback mechanisms incorporated into the design and delivery of GFD+ activities.

    Standard Minimum Qualifications

    Education:

  • Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, agriculture/engineering, land and water resources, environment social sciences, disaster risk management or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

    Language:

  • International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

  • National Professional: Fluency (level C) in English language and the duty station’s language, if different.

    Required Experiences for Entry Into the Role

  • At least 6 years of professional experience in development projects, emergency assistance, agricultural insurance and/or diverse aspects of national, bilateral or multilateral food assistance programmes for UN agencies (FAO, WFP)
    Training and/or experience in word processing, spreadsheet, and project management software as well as other standard WFP software packages and systems

  • Experience drafting and translating technical agriculture concepts, terms and procedures into simplified guidance and reference informational products for household activities and community asset creation for non-agricultural audience (to provide examples as evidence).

    Required Knowledge & Skills

  • Understanding of food security vulnerability, complementary activities, relief to resilience programing, and ability to link analysis to programme design, in the context of WFP programmes.

  • Excellent work-planning and project management skills ideally demonstrated in WFP and other UN Contexts.

  • Excellent ability to coordinate across multiple units and organizations.
    At least 5 years previous experience with or knowledge of FFA programmes is a plus
