Organizational ContextThe United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. WFP South Sudan Country Office (SSCO) is one of WFP's largest and most complex operations, covering activities spanning the spectrum of emergency response to development interventions.
WFP SSCO aims at reaching more than five million people each year with emergency and recovery assistance. In all its programmes WFP seeks to employ the most efficient, effective, and appropriate transfer modalities, whether in-kind food, Cash-based transfers (CBT), or capacity development.
WFP is constantly looking for innovative solutions to address the root causes of food insecurity in South Sudan and to respond to the challenges of delivering assistance efficiently and effectively in the country. WFP SSCO provides CBT to close to 900,000 beneficiaries with an average of USD 4 million monthly.
In areas where markets are functioning, or can be supported to effectively deliver cash assistance, WFP will scale-up its CBT interventions given the positive impacts it has on beneficiary empowerment and choice, diversification of diets, efficiencies, and local markets.
The Emergency Unit sits within Programme and is responsible for planning and coordination with Field Offices while liaising with relevant units in Country Office to deliver food assistance to refugees, displaced and vulnerable residents under its Strategic Outcome (SO) 1: Food-insecure people in crisis-affected areas have access to safe and nutritious food all year round.
CBTs is one of the standard modes of assistance, and WFP is therefore looking for a Programme Policy Officer to manage CBTs in the Emergency Unit as part of mainstreaming CBTs as a response modality. The position reports to the Head of Emergency Unit and works in close collaboration with Innovation Unit as well as other different functional units.
The Programme Policy Officer - CBT Emergency will be responsible for coordinating the monthly operational plans and supporting cash-based transfers for Activities. 1 and 2 through effective coordination with Field Offices and the CBT team in the Innovation Unit.
Job PurposeResponsible for coordinating the monthly operational plans and supporting cash-based transfers for Activities.
Key Accountabilities (not all-inclusive)Contribute in updating and managing the Country Office Operational Plan for Activity 1 and 2 through interactions with relevant FOs and other technical teams in CO.
Coordinate with Field Offices (FOs), review and process their monthly CBT distribution requests.
Regularly update and share the monthly planned CBT distribution schedule for Activities 1 and 2.
Contribute towards the efforts of operationalizing cash-based transfers and SCOPE into Activity 1 and 2 programmes.
Support the review and processing of invoices from retailers and financial service providers in ITS for Activities 1 and 2 for reimbursement.
Support monthly fund reservation actions to support cash-based transfer distributions for Activities 1 and 2 beneficiaries.
Contribute regularly to funding and food ration analysis, and modality decisions.
Support the pilot of innovations and/or strategic programme models in Activities 1 and 2.
Support the preparation of CBT related monthly reports.
Contribute towards the review and revision of CBT internal processes and documents.
And any other duties that may be assigned
Standard Minimum Qualifications
Education:
Advanced University degree in Economics, Project Management, Business Administration or related areas, or a first university degree supplemented by additional years of relevant work experience.
Language:
International Professional: Fluency (level C) in English language.
Experience:
Minimum 3 years of relevant experience in a similar capacity, preferably in international organizations, development agencies, or governmental organizations.
Progressive professional work experience as a Programme Officer. Communication:
Communicate effectively in writing to a varied and broad audience in a simple and concise manner.
Good networking and communication skills with internal and external stakeholders
Capable of working in a high-pressure environment with sharp and frequent deadlines, managing many tasks simultaneously.
Excellent analytical and organizational skills.
