Organizational ContextThis jobs are found in the WFP Ethiopia Dire Dawa, Semera& Adama office. Job holder report to a Logistics Officer, Head of Unit or the designate.
At this level, job holders demonstrate responsibility and initiative to respond independently to queries with only general guidance for all assistance modalities for both WFP and logistics common services.
There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders typically manage a small team, supervising and coaching staff.
Job PurposeWith the growing size of the WFP Fleet in Ethiopia, which is prompted by the upsurge in operations, Fleet operations have been decentralized to guarantee coverage of the country whenever and wherever transport challenges are faced.
However, this decentralization of fleet operations brought another challenge in its management, especially in coordination of the fleet utilization, maintenance, spare parts inventory management, fuel, and many others.
The incumbent, under the supervision of the Fleet Manager, Assist overall management of all Fleet operations, workshop activities and oversight of all Area Offices’ and Sub-Offices’ fleet/workshop assets and co-ordinate Fleet operations in accordance with the procedures, normative guidelines, and business rules as set by WFP.
Key Accountabilities (not all-inclusive)
Under the direct supervision of immediate Supervisor and in co-ordination with all Fleet staff, the incumbent shall perform the following duties:
Supervise Scheduled Maintenance & Repair, Overhaul, Reconditioning, Modifications, in a most efficient manner with the ultimate objective to ensure that all vehicles are maintained to a high standard and roadworthy condition.
Oversee the Materials Management aspect of the operation and in particular the controlling, justification and issuance of Spare Parts, tyres, lubricants & Consumable Materials.
Assist in the forecasting and requisitioning of spare parts: Preparation of orders for spare parts / tires and materials required for the operation and submit these requests for the approval of the Workshop Manager.
Carefully record and maintain an Inventory list of all Tools & Workshop Equipment.
Provide oversight and supervision to all staff and ensure that the work is carried out to a satisfactory standard as required by the Organisation, including strict timekeeping and completion of timesheets.
Involved in the control and cost effectiveness of the vehicles and prepare recommendations
for write-offs, where necessary.
Investigate means to constantly reduce the operational costs of the Fleet pertaining to maintenance activities.
Using VMRS (Vehicle Maintenance & Reporting Standards), Reason-For-Repair, Work-Done-Codes and Component Codes, Analyse Data to improves maintenance and recommend modifications to solve technical problems.
Responsible for the supervision of tyres management which include maintenance practices, controlling mechanisms and performance monitoring.
Ensure that proper Workshop Administration, record keeping & vehicle History Records are well maintained via the Fleet Management System.
Ensure that timely accurate data is entered into the FMS for the Repairs, Tyres & Stock Control Modules.
Assist and ensure that all reports and information as required by the Organisation are produced promptly on a timely basis via the newly established WFP (FMS) Fleet Management System. Additionally analyze information and quality of report prior to distribution.
Responsible for the Supervision of Oil & Lubricants ensure that the quality / quantities of the supply of lubricants are in accordance to standards set.
Implement Best Practices established and ensure that KPI’s (Key Performance Indicators) are maintained with parameters set.
Ensure that minimum Health and Safety requirements are met in full, together with considerations for environmental needs.
Responsible to ensure that all staff (Persons Reporting) carries out their duties in accordance with their Job Descriptions set.
Continuously collect and collate valuable data or information relating to improvements required for Standardisation and Development purposes for Fleet Management and communicate this information to other staff in the Fleet Section.
Share experiences gained with other staff members and strive towards creating good team building and harmonious atmosphere.
Travel occasionally, as required by the Organisation.
Will perform any other duties as requested by immediate Supervisor
Standard Minimum Qualifications
Education:
Completed at least secondary school and a full course/diploma at technical college or First university degree, in mechanics with experience gained in both light and heavy vehicles usage.
Experience:
Secondary school education completion with a minimum of 6 years of working experience OR a Bachelor’s Degree with 3 years of work experience.
Language:
Fluency in oral and written communication in English and Local Language.
