Brief Description of WFP in Uganda

WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

Are You Up to the Challenge?

We are seeking a qualified individual for the position of Logistics Assistant(Operations) to be based in Gulu Field Office. Selected candidates will be employed on Fixed Term Contract.

Job Purpose

To implement well-defined standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.

Key Accountabilities (1/2)

• Coordinate and follow up on monthly Call forwards to avoid stock out of Food and NFI stocks.

• Support implementation and normative guidance on standard WFP WH SOPs.

• Forecasting and planning for WH NFI requirements and Equipment maintenance.

• Monitor disposal of spoilt Food and Institute loss mitigation measures.

• Contribute to budget preparation, monitoring, and revision for all delivery modalities, ensuring adherence to relevant procedures and corporate standards.

• Manage timely document processing for logistics execution e.g invoice processing.

• Support in Market Facilitation by leading in gathering market intelligence from wholesalers, and supplier traders, to Contribute to CBT.

• Participate in vendor assessments for retailers, transporters, and casual laborers for the vendor selection process.

• Identify, resolve and provide recommendations on supply Chain/logistics-specific queries.

• Analyze operational pipeline and contribute to assessments to ensure that supply Chain requirements are taken into consideration.

• Maintain data on vendor performance and contribute to evaluating the versions of EDP contracted agents, Transporters, and third-party service providers.

• Prepare FO quarterly reports with KPI for the evaluation of the performances of EDP contracted agents, Transporters and third-party service providers.Liaises with internal and external stakeholders to consolidate data, draft reports & disseminate information.

Key Accountabilities-(2/2)

• Assemble accurate information and data to enable informed decision-making within the individual unit and greater humanitarian community.

• Collect market information, process and analyze proposals in line with WFP SOPs.

• Maintain healthy and professional working relationships with WFP partners, contractors, and other stakeholders.

• Help provide basic technical advice and
maintain effective (inclusive, collaborative, unified) logistics coordination mechanisms with humanitarian partners and other relevant stakeholders in area of operations.

• Advising WFP partners, contractors, and supervisors of need for intervention in case of any unforeseen problems pertaining to discharge, truck retention within the operations.

• Establish regular technical meetings with partners and contractors to identify and address bottlenecks of the operations before they surface.

• Carry out training needs analysis and develop training plan, gaps for new staffs identified & addressed, Monitor, and evaluate training impact.

• Planning for Field Office Supply Chain staff leave absence & cover plans.

• Provide day-to-day progress on WFP stock movements of shipments & assist to advise on Food/NFI movements and schedules across the region.

Standard Minimum Qualifications

• Bachelor’s Degree in Logistics and Transport, Supplies Management, Business Administration, Procurement, Engineering or other related field from a recognized university.

• Possession of a professional qualification e.g. CILT is added advantage.

• Minimum of 5 years of professional experience in logistics in fast paced environment is desirable. This includes maintaining a logistics database; running queries on ongoing shipments, pipeline information, insurance claims, inventory management, service provider contracts administration and execution; compilation of contract documentation and budget monitoring & reporting etc.

• Exposure to humanitarian and emergency situations is desirable.

• Fluency in English is a must. Proficiency in the local dialects of Lugbara, Aringa, Madi and Luo is desirable.

Desired Experiences for Entry Into the Role

• Experience using corporate systems to monitor ongoing shipments, pipeline information, insurance claims, and food stock.

• Experience analysing data (on commodities, funds, etc.) and drafting reports.

• Experience in measuring service providers’ performance against set KPIs.

• Experience in assisting the preparation of contract documentation.

• Experience in providing technical business support in corporate systems.
