UN World Food Programme National Finance Officer Jobs in Kenya
ResponsibilitiesParticipate in the Country Office (CO) budget preparation and revision. Review, analyse and update CO budgets regularly;
Monitor and analyse budgets for new and ongoing projects according to established corporate procedures;
Monitor and advise fund managers on the financial status of all ongoing projects;
Certify funds requests by Area Offices (AO) and CO, recruitments and travel commitments;
Budget allocation and monitoring of funds allocated to all Area Offices;
Prepare monthly Funds Management analysis and draft minutes of the Funds Management meetings;
Analysis of actual expenditures on a monthly basis with variance analysis to enable informed decision making and consistency of information presented to management;
Generate, analyse and share a list of grants reaching Terminal Obligation Date and Terminal Disbursement Date under various cost components and prepare risk analysis reports;
Provide regular reports for Special Operations projects to CO management on a quarterly basis and ad-hoc reports as required;
Monitor and advise on actions related to project financial closure and resource transfers;
Track and analyse data to identify opportunities for improvements to policies, systems and procedures to minimise financial risks, improve the efficiency and effectiveness of operations and ensure that services are aligned with business objectives;
Manage all locally generated funds and advise the fund managers for timely reprogramming;
Manage utilization of locally generated funds and review the monthly report from AOs to ensure accounts are reconciled;
Review monthly cash forecast reports. Prepare and submit bank replenishment requests on time;
Coordinate Minimum Monthly Closure preparation and follow up on open items under cash management/upstream procurement management;
Act as the disbursement officer;
Review transactions entered on the corporate information system to ascertain correct budget codes are used and detect unauthorised transactions. Initiate mitigation measures and report on the risk register;
Represent the Finance unit in internal meetings, committees or working groups as required;
Review staff vendor and sign staff separation clearance forms;
Guide and supervise more junior staff, acting as a point of referral and supporting them in more complex analysis and queries;
Perform other related duties as required.
Qualifications
Advanced university degree in Finance, Business Administration, Accounting or related fields or First degree in the same subjects with additional years of related work experience plus membership in an International recognized professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Institute of Certified Public Accounts (ICPA) or equivalent.
Three or more years of progressively responsible professional experience in finance.
Ability to review and analyse financial statements and experience implementing accounting internal control processes;
Ability to conceptualize risk management approaches and implement internal controls to monitor projects and programmes to confirm regulatory compliance and ensure data integrity;
Demonstrated ability to manage budgets, drive business planning, and forecasting discussions on a programme-wide level, integrating financial resource information from a portfolio of projects to analyze effectiveness and financial viability;
Hands on experience in UN or NGO financial environments is desirable.

Responsibilities]
Provide administrative support to IT staff at the Country Office and Area Offices; respond to standard queries and provide timely and accurate guidance.
Prepare and process confidential information; and assist in the development of office administrative systems and procedures; organize Unit meetings and events; draft minutes and reports and circulate or distribute accordingly.
Collate information for inclusion in reports, documents and correspondences to support the effective work of colleagues.
Maintain calendars and schedules including date tracker for IT-related contracts; monitor changes and communicate relevant information to appropriate staff inside and outside the immediate work unit.
Receive, file, and track invoices; record Service Entry Sheet in the corporate ERP (WINGS) and prepare payment request forms for Head of Unit’s certification; forward invoices to Finance and follow up on payments.
Liaise with Administration Unit and WFP travel agent to facilitate travel arrangements for the IT Unit staff; request travel advance (Daily Subsistence Allowance DSA) and prepare other required travel documentation.
Liaise and follow-up with United Nations Humanitarian Air Services (UNHAS) to facilitate staff and cargo flight bookings.
Prepare and track purchase requisitions (PRs) and enter Goods Received Note (GRN) upon receipt of equipment.
Assist with asset management of ICT equipment received from suppliers, issued to staff or dispatched to various duty stations and confirm the serial numbers to the inventory focal person to update the asset management system accordingly.
Perform other duties as assigned by supervisor or Management.
Qualifications
Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Three or more years of progressively responsible work experience in the relative business stream with experience in general administrative work.
Fluency in both oral and written communication in English is a requirement.
Proficient use of office equipment and computer software packages, such as Microsoft Word.
Knowledge of work routines and methods in order to complete processes under minimal supervision. Uses tact and courtesy to give and receive information to a wide range of individuals.
Ability to identify data discrepancies and rectify problems requiring attention.
