WFP Ethiopia is working with the Government and humanitarian partners to strengthen the resilience of Ethiopia’s most vulnerable population and to chart a more prosperous and sustainable future for the next generation.
The Country Office also supports programmes that use food assistance to empower women, transform areas affected by climate change and keep children in school. It aims to contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity.
Organizational ContextThe position is based in Addis Ababa but extensive travels to all WFP filed offices and other operational locations required where inter-agency support is needed The Job holder report to the Information Technology Officer, Head of the TEC, or the designate.
Job PurposeTo deliver high-quality technical support, system, and data maintenance across a range of areas, in the effective delivery of telecom services for WFP and Interagency partners.
Key Accountabilities (not all-inclusive)Ensure optimal radio network operations, carry out system maintenance tasks, such as performing monitoring tasks, running system diagnostics, and system optimization, to ensure that the telecom systems are running effectively.
Ensure appropriate security telecommunications support to WFP staff and provide support to critical inter agency telecommunication hubs and inter agency personnel.
Monitoring the HF and VHF networks and operation: provide guidance on analogue systems; ensure application of United Nations standard telecom procedures.
With support of senior colleagues, provide standard telecom trainings to end users of the systems to ensure staff use the telecom systems effectively.
Install, operate, and maintain telecommunications systems and equipment, to ensure optimal service in compliance with standard operations procedures.
Program VHF and HF telecom equipment according to the UN standards.
Operate the VHF and HF radio stations; ensure adherence to the VHF and HF voice procedures on the network including the guidance to the United Nations SOC’s (Security Operation Centers) and users of the network; report technical issues and provide improvement suggestions to the TC/IT staff;
Assist the radio operators with first level technical support; track the movement of vehicles through well-defined procedures; monitor radios during security incidents for security calls and monitor food and people movement as assigned.
With the support of senior colleagues, plan and execute telecom maintenance mission to the WFP field offices all around Ethiopia. Provide a report after each telecom maintenance mission.
Provide telecom technical support to other UN agencies.
Provided technical specification on radios communication equipment to procurement unit and order radio spare parts.
Request and follow up import permission and licenses for radio communication equipment.
Assist with inventory of the telecom equipment in WFP.
Perform other related duties as required.
Desired Experiences for Entry Into the Role

• Has experience with the application of client services standards to resolve or escalate clients’ service problems.
Standard Minimum Qualifications
Education:
Completion of secondary school education. A university degree in Computer Science or Information Systems is desirable.
Experience:
At least five years of progressively responsible technical experience in IT and telecommunications installations and equipment or a university degree with 3 years of technical experience in a related area.
Demonstrating hands-on expertise with HF/VHF radio, VSAT, wireless, and satellite technologies in a globally distributed telecommunications operation.
Some exposure to MS Word, MS Excel, and MS PowerPoint, LAN, WAN, and WLAN technologies.
Languages:
Fluency in both oral and written communication in English. Knowledge of the Amharic language is added advantage.
