Job Purpose

Through the five-year Country Strategic Plan, WFP in Kenya continues its shift from service delivery to capacity strengthening of national and county institutions to implement sustainable hunger solutions.

Furthermore, WFP aims to ensure that food systems in the arid and semi-arid lands of Kenya are resilient, efficient and inclusive, enabling people to access and consume food that is safe and nutritious.

This will entail application of innovative risk financing tools, integration of nutrition into livelihood activities and across the food supply chain, and engaging youth in agribusiness enterprises along selected value chains.

Furthermore, WFP continues its shift from service delivery to capacity strengthening of national and county institutions to implement sustainable hunger solutions for the citizens.

Key Accountabilities

Duties and Responsibilities and Required Outputs

Planning and Implementation, 75%

  • Lead, plan and manage WFP programmes within the areas of assignment to ensure technical quality, effective and efficient delivery of food assistance and that daily operational issues are timely resolved to prevent losses, delays or reputational risks;
  • Contribute to the design and implementation of interventions that strengthen structured market systems that are inclusive, transition actors to higher value markets, expand inclusive agribusiness models and non-farm enterprises, and integrate cross-cutting issues of gender, youth, climate change, and nutrition;
  • Work with county governments to integrate resilient livelihood activities with services such as the provision of tailored climate information to producers, microinsurance and marketing services;
  • Provide technical assistance to county governments in areas of climate resilient crop and livestock production for the most important value chains in the county(ies), identifying constraints, market-based solutions, and incentives to integrate micro, small and medium enterprises (food producers, processors or traders) into market systems in the county and within the established regional economic blocs;
  • Coordinate targeting of vulnerable communities, adoption of new technologies or approaches on sustainable, inclusive resilient food systems. Identify communities ready to transition from support and select new expansion areas in consultation the relevant county departments;
  • Working with county governments, monitor implementation progress, identifying issues and formulating solutions to address them;
  • In collaboration with the county government, support county capacity needs mapping, formulation and implementation of capacity strengthening interventions. This may include technical and policy support to school meals, nutrition, livelihoods and markets, disaster risk reduction/climate
    change adaptation (DRR/CCA);
  • Facilitate capacity building for county staff to increase the quality of services provided to communities (producer groups, traders and consumers)
  • WFP within area of responsibility, effectively leveraging this to lead fundraising initiatives.
  • Utilises understanding of WFP structure and delivery model and strong commercial knowledge to effectively develop, manage and control budgets, with frequently limited funding.
    Diplomacy
  • Applies negotiation, networking and diplomacy skills to develop, nurture and sustain mutually beneficial external partnerships with local government authorities, international and local NGOs, civil societies, UN agencies, donors, beneficiaries and other partners/ media engaged in the field of food security, to improve assistance packages.
  • Collaborates with governments and other partners to identify opportunities for food assistance programmes in-line with WFP’s strategic aims locally, and negotiates the optimal approach to delivery against these.
  • People Management

    Desired Experiences for Entry Into the Role

  • Working experience with UN agencies or other International Development Organizations
    Strong understanding of national socio-economic and political issues and the complexity and range of WFP programmes to plan and oversee implementation;
  • Conversant with sustainable development goals relevant to food systems and how they affect food security and nutrition.
    In-depth understanding of WFP programmes, supply chain and budgeting principles, and ability to translate that into relevant, effective and context-specific approaches.
  • Knowledge and experience in designing and implementing smallholder market support programmes.
  • Experience in writing funding and project proposals
