Brief description of WFP in Uganda
WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience.
WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.
As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.
We are seeking for a qualified individual for the position of Finance Assistant, G5 to be based in Mbarara.
The successful candidate will be offered employment on Fixed Term.
Organizational Context
The incumbent will be based in Mbarara and will report to the Head of Field Office. At this level, the incumbent is expected to take responsibility for completion of a range of finance/budget related processes and activities requiring some interpretation of standard guidelines/practices.
Job Purpose
To support effective delivery of finance, budget and administration support services in order to facilitate transparent and efficient utilization of financial resources.
Key Account-abilities
Prepare and consolidate Field Office quarterly budgets in line with Financial procedures and WFP New Financial Feamework;
Provide procedural and technical support to staff within the areas of finance and budget, to ensure compliance with WFP financial policies, rules and regulations, review and verify satelite office and other opeerational advances;
Petty Cash and Sub Imprest Accounts Management: Monitor and manage the sub imprest bank and petty cash accounts regularly, to ensure that adequate funds are available and appropriately disbursed;
Certify vendor claims, staff advances and othe payables and observe appropriate procurement procedures to ensure that suppliers are paid in a timely manner and in conformance with the WFP Finance Rules and Regulations;
Cost Allocation: Monitor and record all expenses in line with the approved budget to ensure that correct expenditure costs are charged and payments to external suppliers and other supplier invoices are processed in a timely manner;
Manage sub office finances and accounts;
Prepare monthly field office accounts reconcilaition reports for submission to hed office in a timely manner;
Maintain all copies of Field office account documents on files in a professional manner;
Any other official duty as
may be assigned by the supervisor.

Standard Minimum Qualifications
At least a first degree obtained from a recognized education institution in Finance, Business Administration/Accounting, Commerce, or any other related field;
At least four (4) years of relevant working experience in any of the following areas: Finance, Accounting, Finance Policies, Rules and Regulations; gained from reputable organisations;
Experience in assessing financial health and stability of C&V projects and other programming initiatives to verify compliance with in-country local laws;
Experience working with auditors and other third party vendors;
Fluency in both oral and written English.
Desired Experiences for Entry Into the Role
Has experience collecting and monitoring financial data on projects and programmes, assessing financial health and status, and reporting findings to senior leaders.
