Job Purpose: Under the overall supervision of the Regional Fleet Manager, the Civil Engineer will be expected to perform the following duties:
Major Duties and Responsibilities
Act as the project focal point on-site between WFP and other stakeholders including Consultants/Contractors, in coordination with various internal units including but not limited to supply chain, admin, security and procurement.
Consult with local authorities to ensure timely provision of necessary building certificates and authorizations.
Develop preliminary and detailed cost estimations to implement civil, structural, electrical, mechanical, or special systems within the project.
Construction supervision, site management, oversight of project risk mitigating actions, programming, and coordination, while ensuring that proposed methods are satisfactory and consistent with WFP’s requirements for quality, health, safety and the environment.
Coordinate all project elements including construction planning, material approval in consultation with WFP Engineering, track cash flows/invoices, handover/close out as well as ensure that construction activities adhere to national regulations and legislation.
Monitor and evaluate on-site and off-site facilities, including materials or other test laboratories, to ensure compliance with contractual terms. This shall include monitoring any on-site or off-site testing and recommend improvements (if any) to ensure compliance with relevant codes and standards.
Assess construction equipment, plant, and machinery requirements, by condition, type, and specification, assess operator skills and performance for site mobilization and construction progress.
Monitor, supervise and report on construction progress, on a regular basis, to ensure compliance with approved designs, work programmes, contract conditions and troubleshooting. This includes liaising directly with the Global Fleet unit and WFP Engineering, via structured meetings or other means with regards to any arising or ongoing issues at the project site.
Prepare and recommend variations/change orders for work proposals including cost estimates, to address and resolve issues encountered on site. This extends to resolving constraints and time
slippage in work programmes, arising from Contractors/Consultants or the evolving needs of WFP or others.
Prepare and review "as built" documentation in addition to reports confirming, or otherwise, the satisfactory completion of any work.
Inspecting and reporting on completed works, including overseeing ‘substantial completion’ milestones, hand over and occupation of completed works.
Operate computer-assisted engineering and design software and equipment to perform engineering tasks.
Other tasks as may be assigned by the Country Director or Head of Global Fleet.
Minimum Academic Qualifications
First degree in Civil Engineering. A post-graduate or master’s degree specialization in a relevant engineering discipline would be an asset (structural design, construction management or similar.
Desired Experiences for Entry into the role:
Minimum 10 Years of relevant civil engineering / design experience / building engineering at increasing levels of responsibilities. Hold or be eligible to hold Professional, Chartered, or equivalent professional engineering accreditation from a nationally recognized professional supervisory body
Good communication skills.
Knowledge and experience in engineering design and construction.
Good knowledge of public procurement procedures; international contract formats, contractual obligations, and construction management procedures.
Ability to prepare progress reports.
In addition to standard computer applications, proficiency in AutoCAD (or similar design software) is required.
Language: Fluency and Good Command of the English language is essential.
