Organizational Context

South Sudan’s climate is characterized by extremes and highly vulnerable to natural hazards. Nearly 87 percent of the population depends on agriculture, livestock, and forestry, therefore climate change has profoundly impacted the country due to changing weather patterns and increased intensity of natural disasters.

2021 marked the third year of unusually heavy floods which devastated large parts of the country and destroyed large parts of the annual harvest. 2022 is likely to see a fourth year of unprecedented flooding in South Sudan.

For most of the year, many locations are isolated and inaccessible by all surface means of transportation, including impassable roads and riverways blocked.This combination of shocks requires WFP to remain agile and flexible to rapidly augment its field support capacity to respond at scale to save lives and build resilience to recurrent shocks.

Given significant access challenges and lack of infrastructure across the country, the South Sudan operation is one of the most operationally complex and WFP South Sudan is the only country office in the world managing a full fleet of amphibious vehicles, specialized trucks, and river operations as well as full scale road rehabilitation, reconstruction, and large flood dyke projects.

The Business Support Assistant (Air Operations) reports directly to the Logistics Associate or designate:

Job Purpose

To deliver standard business support processes for a specific professional area of work, to facilitate effective service delivery.

Key Accountabilities(not all-inclusive)

  • Support Logistics Associate (Air Operations) in strategic planning for air operations.
  • Support in coordination with UNHAS, authorized partners and contribute to timely delivery of commodities and supplies to destinations.
  • Support in gathering market intelligence, vendor assessments, and support information gathering for the air operation.
  • Assist in analysing and monitoring operational pipeline and contribute to assessments and planning to support the air operation.
  • Support in collating and communicating aviation information to inform decision-making, facilitate air transport planning, execution and reporting, and thereby ensure proper execution of contracts.
  • Within logistics, liaise with colleagues to ensure air operation plans and activities are in line with broader priorities and ensure standard approach and review for planning.
  • Support in data collection and monitoring and conduct analysis and take responsibility for data integrity to facilitate availability of accurate information in corporate systems.
  • Support in liaising with internal and external stakeholder to support logistics air operations and contribute to effective service delivery.
  • Perform research and explore options for innovative solutions to resolve challenges and improve efficiency and effectiveness of air operations.
  • Gather information with clear direction to support the drafting of documents and preparing reports by other staff.
  • Take responsibility for the maintenance of set standard systems and files, to ensure information is accurate and readily available for the function.
  • Support in other special operations projects as
    required, particularly engineering infrastructure projects to improve the overall operation.
  • Perform any other duties as required.

    Standard Minimum Qualifications

    Education:

  • Completion of secondary school education.

    Experience:

  • Four or more years of progressively responsible work experience in the relative business stream with experience in general administrative work.

    Knowledge & Skills:

    • Proficient in the use of office equipment and computer software packages, such as Microsoft Word.
    • Knowledge of work routines and methods in order to complete processes under minimal supervision.
    • Uses tact and courtesy to give and receive information to a wide range of individuals.
    • Ability to identify data discrepancies and rectify problems requiring attention.
    • Ability to offer guidance or basic on-the-job training to more junior staff.

    Language:

  • General Service (Headquarters): Fluency (level C) in English language. Fluency (level C) or intermediate knowledge (level B) of another official language may be required depending on the location of the post or area of responsibility.

  • General Service (Field): Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.
