Organizational Context

This role likely to be found in South Sudan, Juba country office. The job holders report to the Chief of Aviation or designate. At the CO, the job holder reports to the Chief Air Transport Officer – CATO or as designated by the Country Director.

Job holders are likely to be operating in a single location of aviation operations or support an AVSEC officer/WFP Field Security Officer in a complex operational context where the aviation security risk in meeting food assistance needs is moderate to high. The incumbent may focus on a single workstream or including tasking to support the relevant air operation (e.g. aviation screening systems, cargo, training etc...).

The AVSEC Officer will collaborate and work in partnership with international and national aviation partners, NGOs, and civil aviation authorities to enhance aviation security outcomes and solutions for the area of assignment. He/she will work closely with both aviation staff and WFP field security teams. As such, the job holder is expected to have solid knowledge and experience in Aviation and field security settings with complementary coordination skills.

South Sudan is a landlocked country, with limited infrastructure. Security and AVSEC measures are not properly implemented. Surface transport is extremely dangerous and allows only limited access. Aviation has an important role to play in South Sudanese humanitarian operations, especially because traveling overland is difficult or impossible due to the security situation and the damaged infrastructure.

Job Purpose

Support aviation management in AVSEC-related matters including planning of projects, operational risk management and measures for effective delivery of the aviation security programme for WFP personnel, clients, other stakeholders and facilities.

The role will also support WFP’s aviation mission to attain efficient, cost-effective and reliable access to locations in need of humanitarian assistance through guidance and support to the aviation operation across the region or to the project in countries with medium or high risk aviation environments (including conflict or post conflict areas).

Key Accountabilities (not all-inclusive)

  • Support the development of standard AVSEC operating procedures across the area which encompasses WFP global aviation policies and tools; thus, ensuring that aviation objectives are accomplished in compliance with WFP, UN AVSTADS and ICAO’s Standards and Recommended Practices (ICAO/SARPS).

  • Be accountable to the CATO for the AVSEC component of the aviation operations within the area of assignment, ensuring that all required AVSEC / WFP security measures, systems and programmes are in established and aligned.

  • Establish and sustain AVSEC partnerships with key entities in the area such as governments, NGOs, private sector organizations and UN agencies to facilitate coordinated, suitable and sustainable AVSEC measures for the operation.

  • Participate in regular forums with aviation partners, staff and crews on prevailing AVSEC mission priorities and identify threats in the area and provide guidance on the management of such threats in operational context.

  • Coordinate, participate and support AVSEC assessment missions, test, verification, evaluations, audits and other activities as may be applicable to the mission for internal and external partners/parties.

  • Support preparedness actions by providing technical guidance and monitoring the management of specific aviation risks to enable WFP to efficiently provide passenger services, relief supplies and emergency medical and security evacuations at the onset of a crisis.

  • In coordination with WFP Security, identify potential AVSEC or other security-related training and staff development opportunities as required to build and develop the overall capabilities of WFP staff and external partner’s ability to support the field operations.

  • Maintain and support the internal quality control system and ensure that all relevant records are retained
    as required.

  • Collate, collect, develop, analyze and oversee reporting on disseminate information/intelligence on AVSEC occurrences, hazards and other related AVSEC matters - e.g. AVSEC risk assessment/incident reports that enable informed decision making and consistency of information which is presented to the senior aviation officer.

  • Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men in AVSEC roles, duties and tasks.

  • Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

  • Good calibre of communication skills with the ability to create clear, influential messages from complex data.

  • General understanding of business principles and processes and the ability to quickly assimilate UN/WFP, NGO or other humanitarian-specific processes and systems.

  • Other relevant duties as required.

    Qualifications and Key Requirements

    Education:

  • Advanced University degree in AVSEC Management and/or Aviation Management, plus hold the ICAO AVSEC Professional Management diploma.

  • Security Management, International Relations or Law Enforcement or other relevant field, or First University degree with additional years of related aviation work experience and/or training/courses.

  • A diploma obtained from Military/Police Academy or relevant diploma in ICAO Aviation Security from a recognized institution with Aviation risk management or aviation security training may be accepted in lieu of the First University degree.

    Experience:

  • 5 years or more of progressively responsible professional experience in aviation security management (relevant military, policy or corporate) and/or security risk management, with a background and interest in international humanitarian development.

    Language:

  • Fluency (level C) in English language.
    Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP’s working language)

    Essential Knowledge, Experience and Skills

  • Experience in a regulatory Civil Aviation Authority or body as an AVSEC specialist providing advice on AVSEC issues, conducting or performing audits, inspections, certification, incident investigations, crisis planning emergency and risk management in regulatory framework.

  • General knowledge of commercial requirements, with the ability to connect and leverage external partnerships to optimize resources for WFP in the area of operation.

  • Experience developing and managing AVSEC strategy in the humanitarian, commercial or related environment including both secure and insecure areas.

  • Extensive experience in conflict and post conflict countries is desirable.

  • Experience in managing and leading/working with multicultural teams with related areas of expertise and/or providing oversight services and expert advice on a range of corporate/regional AVSEC security issues.

  • Broad knowledge of diverse international Aviation security management practices preferably with authoritative knowledge of concepts and principals relating to a specific area of specialism.

  • Ability to lead, coach and motivate small - medium diverse teams and deliver effectively through others to achieve results. Experience in commercial aviation with a specific focus in humanitarian air operations or food aid.

  • Experience liaising with country authorities to facilitate air operations.

  • Experience establishing methodologies for risk analysis and problem resolution.

  • Experience supervising professional staff and reviewing reports produced by NOA/P1 and NOA/P2 employees for accuracy and compliance with quality standards.
