Organizational ContextThis job is found in Ethiopia Country Office, Jijiga. Job holders typically report to a Programme Policy Officer.
At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis.
Job holders are expected to manage resources and coach and coordinate support staff.
Job PurposeIn 2020, WFP CO Ethiopia has launched its CSP 2020-2025. The five-year country strategic plan is based on WFP’s recognized strengths and on strong strategic and operational partnerships with the Government, private sector entities, non-governmental organizations, and other United Nations agencies. While the bulk of operations will continue to address the immediate short-term needs of refugees, internally displaced persons and other food-insecure and undernourished people, there will be a gradual expansion and intensification of climate change adaptation, resilience and livelihood diversification initiatives also linked to the humanitarian–development–peace nexus. WFP will focus on the prevention of malnutrition, the building of resilience and the integration of nutrition concerns and gender equality throughout the portfolio.
Somali region area office plays a key role in coordinating all WFP programmes in the Somali region, provides technical backstopping to the four sub offices in the region; more specifically on Activity- programmes including Swedes/Danes-funded refugees and host community resilience programme, including SIIPE - Ethiopia, Satellite Index Insurance for Pastoralists, KfW-funded project in response to desert locust infestation and a post-harvest loss handling pilot, Regreening for resilience initiative, H2 gorw- which are all part of the integrated resilience vision for Somali region. All initiatives have fixed seasonal milestones that require complex technical processes and collaboration with external partners to achieve.
The operating environment is increasingly more challenging due to the ongoing political, economic, and security situation in the country.
The new programme Associate post will help beef up the very limited human resource capacity available in the area office; assist the regional activity-5 focal point in activity coordination, delivery of day-to-day activities and provide technical support on climate change adaptation, and resilience building to all four-sub office in the region. It is also to guarantee proper on-ground coordination as well as cooperation with CPs, government counterparts and other stakeholders.
The purpose of this assignment is to make sure that Activity 5 starts having the necessary technical expertise on environment, NRM, public works, with special focus on water and water infrastructures, to
be able to better coordinate on-going initiatives and capacity strengthening actions as well as support in properly design new climate change adaptation and resilience building projects and programmes.
Key Accountabilities/Responsibilities:Under the overall guidance of the Head of Programme in the area office and the direct supervision of the Activity Programme Policy Officer at the area office, the job holder will be responsible for the following:
Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
The programme Associate will specifically focus on natural resource management, DRR activities implemented in the region through FFA. Coordinate with Somali region bureaus on implementation of insurance for work (IFW) activities.
Support activity 5 PPO in the area office in coordination of all ETCO initiatives under activity 5 in Somali region.
Liaise with government counterparts, CPs, FSPs, and other stakeholders on all technical aspects related to Activity 5 initiatives.
Provide project management support to the on-going projects of small to moderate size, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
Support SOs on strengthening/building their technical and functional capacities on thematic areas related to Activity 5 (climate change adaptation, resilience building, DRR/DRM, etc.).
Delivery weekly, monthly updates to CO and area office management on activity 5 implementation.
Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
Cooperate with relevant units in the adoption of a gender and protection lens in the planning, implementation, and monitoring of Environment, NRM, public works and climate change adaptation activities.
Support the identification, development, and management of potential partnerships on climate change adaptation and resilience building.
Organize missions for WFP ETCO, donors, and other partners.
Proper documentations, filling for audit purposes; ensure compliance to WFP standards.
Any additional duties as requested.
Standard Qualifications
Education: University degree in Environmental science, Natural Resource Management, Climate Change Adaptation, Social science, or other related subjects.
Experience: A minimum of 6 years experience in general and at least four years working experience on water, NRM, public works for social protection, climate change and capacity building. Experience in WFP-related programmes and PSNP is considered an asset.
Languages: For this assignment, fluency in oral and written English and Somali is necessary. Knowledge of other Ethiopian languages is an advantage.
