Organizational Context

WFP is committed to mainstream Protection, Gender and AAP in all its programs. The PA will mainstream and integrate Protection, Gender and AAP in all Amhara operations.

Job Purpose

To perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages.

Key Accountabilities (not all-inclusive)

Undertake Protection and Gender analyses of issues impacting WFP beneficiaries and their communities and the linkages to food security and food assistance.

Analyze protection issues, including gender-based violence arising from WFP operations and presence. In addition, PA shall work will relevantly staff to develop responses, ensuring integration into WFP's programming and operational activities.

The PO assists the Sub office in designing, monitoring, and evaluating Protection, Gender issues, and Accountability to beneficiaries.

Advise WFP and partners on the integration of Protection and gender issues in food assistance programmes.

Based on the Protection analysis, the PO supports WFP and its partners to develop responses and action points for the sub-office to implement. These responses may include programmatic actions, advocacy measures, partnership building and coordination enhancement activities.

In this regard, the PA shall work closely with WFP field staff, protection-mandated and non-mandated agencies, WFP NGO cooperating /implementing partners, and other relevant interlocutors on the ground.

Integrate protection and gender considerations relevant for food security and food assistance into WFP's tools and processes.

The PA works with the field monitors at the Sub office to integrate relevant protection concerns into assessment and monitoring tools and support the rollout of the updated tools with WFP and partners at the field level.

They work with Security and Logistics Officer to ensure that any risks assessments for access and delivery consider the Protection of beneficiaries. It is also necessary that a close linkage between Gender and Protection Officers is established.

Staff training and capacity-building

In collaboration with the CO cross-cutting team, undertake training and capacity building of WFP and partners' staff on Gender, Protection and AAP.

Work with Program staff to include cross-cutting indicators in their reporting formats, monitor checklists, advocacy materials and Social and Behavioral Change Communication (SBCC), training materials and guidance notes.

Inter-agency coordination and representation.

Assist WFP to coordinate with other UN humanitarian agencies, NGO partners and other relevant interlocutors to assess current and emerging protection issues and response planning.

In particular, the Protection cluster, Child Protection and GBV to ensure complementarity with the overall strategy.

The PA may, from time to time, represent WFP in inter-agency protection fora, PSEA network and advice WFP staff at the national or field levels on Community Feedback Mechanism.

Accountability to Affected Population (AAP) Complaints

and feedback mechanism (CFM) and reporting system for Protection

Ensure affected populations receive Information on programmes, their rights, entitlements, and program objectives.

Consult the affected population on their communication channels' preference and introduce the existing channels, including the toll-free helpline.

Assist in establishing helpdesks, ensuring the helpdesks are functional, and field monitors capture cross-cutting risks in the offline system (MoDA) and follow up on the resolution.

Ensure protection issues are captured through the beneficiary feedback mechanism and responded appropriately.

Explore how a reporting system on protection issues within the context of WFP's programme delivery can be established and sustained.

Train and monitor field monitors to populate the CFM checklist in the MoDA tool and the cases recorded in the CFM database.

Submit biweekly, monthly and quarterly reports.

Interact with relevant entities within WFP, partners and government to follow up on complaints and reports.

Safe delivery of assistance

With guidance from the head of Protection, provide guidance and follow-up relating to Gender and Protection problems related to the safe delivery of food, cash, or vouchers for beneficiaries, either before or during distribution.

Follow-up and ensure that women are represented equally in food management committees and beneficiary targeting committees etc. as members and leaders of such structures

Documentation and reporting

Support the SO in collecting Gender and Age disaggregated data and Gender, Protection, and AAP indicators of CRF, collecting and producing gender and protection reports. Contribute to the Protection, Gender, and AAP monthly, quarterly, and annual reports.

Support the SO in implementation of GRN Action Plan, submission of GRN reports, documentation and sharing best practice and Information in gender mainstreaming activities.

Other duties

Undertake or contribute to research, reports, or activities directed by the Head of Protection, Gender and Accountability.

Standard Minimum Qualifications

Experience:

At least 5 years of solid, responsible and relevant work experience in a humanitarian organization and dealing with the Protection of civilians, human rights or gender-based violence.

Education:

Completion secondary school education. Bachelor's degree or social science, Law, International Development, or Gender Studies.

In-depth knowledge of humanitarian Protection, sexual- and other forms of gender-based violence, AAP/CFM

Language:

Fluency in both oral and written communication in English.

Desired Experiences for Entry Into the Role

Strong analytical, writing skills, and communication skills.

Sound knowledge and skills in training and facilitation.

Knowledge of UN system policies and functions of protection-mandated agencies.

Flexibility to travel on short notice and in challenging and complex environments.

Team spirit and excellent interpersonal relations.
