Org. Setting and ReportingThis position is located in the Triangular Partnership Project (TPP), Support Partnerships Service (SPS), Division of Special Activities (DSA), Department of Operational Support (DOS), based in Nairobi, Kenya.
DOS was established to provide operational support to entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions.
DSA oversees a range of specialized or cross-cutting operational capacities. A large part of its responsibilities is to support start-up, surge, transition and liquidation requirements and to exercise authority on behalf of entities to which authority has not been granted owing to a lack of capacity or from which authority has been temporarily withdrawn.
SPS coordinates and maintains bilateral and trilateral relationships with key partners, such as regional organizations, other United Nations actors and governments, for the receipt or provision of operational support from or to Secretariat entities.
The Training Officer reports to the TPP Programme Manager.
Responsibilities
Operations:
Identifies, develops, monitors and implements the assigned training programme.
Provides inputs for the Project Technical Working Group.
Liaises with the Project Team, UN country offices and the host countries regarding the training.
Identifies risks and develops the risk register.
Coordinates and reports on Training Needs Analysis visits.
Manages and coordinates the work of all Training Officers and Support staff at the training facility to ensure that training operations and development activities are implemented in accordance with the Project's Training Plan and established standards.
Administration:
Oversees project staff in Nairobi, Kenya and Entebbe, Uganda.
Organizes activities at the two training locations and liaises between training locations and Headquarters staff on all training and administrative matters.
Coordinates and arranges the provision of support services, finance and HR activities including certification of vendor invoices, petty cash management, transportation and travel of participants.
Prepares substantive reports on project activities and financial reports on expenditure incurred, variances from budget proposals and listing and general management of project assets.
Provides inputs to budget preparation and budget analysis, and monitors assigned project budget to ensure resources are allocated and utilized with maximum effectiveness and efficiency.
Logistics:
Liaises between the training locations and Headquarters staff on logistics matters and provides effective logistics support in accordance with existing UN directives, rules, and regulations.
Coordinates logistic support, including procurement of on-site training related supplies, oversees vendor contracts and services, facilities management, local transportation of trainers and trainees, communications, engineering, and information technology support; provision of local utilities and service requirements.
Performs other duties as assigned by the Programme Manager.
Education
Advanced university degree (Master's or
equivalent degree), in management, public or business administration, education, economics, social science or related field.
A first-level university degree in combination with qualifying experience may be accepted in lieu of the advance university degree.
Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, training, international relations, administration or related field is required. Three years of supervisory experience is required.
Four years of experience in the design and practical delivery of formal training sessions and programmes is desirable.
Experience working in a multi-cultural or international work environment, field mission or post-conflict environment outside home country is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
Knowledge of another official United Nations language is an advantage.
Special Notice
This position is funded for a finite period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her.
In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
