Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
  • Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of UNEP's Ecosystems Division is to support countries in conserving, restoring and sustainably managing their terrestrial, freshwater and marine ecosystems, the biodiversity they contain and the products and services they provide for human well-being and prosperity.
  • It helps countries develop policies and programmes to respond to ecosystems challenges, and reduce pollution from land-based and sea-based activities, increase resilience to climate change and reflect linkages between poverty and environment in their development planning. Two projects of the Marine and Freshwater Branch of the Ecosystem Division were recently approved, namely “Preventing and addressing the degradation of freshwater and marine ecosystems from source to sea” and “Sustainable Management Conservation and Restoration of Freshwater, Coastal and Marine Ecosystems and Resources”. There is an urgent need to mobilize additional funds for their implementation.
  • This consultant will work under the direct supervision of the Head of the Source to Sea Pollution Unit (SSPU), in close coordination with the Head of Freshwater Unit and the Head of the Coastal and Marine Unit, under the overall supervision of the Principal Coordinator of the Marine and Freshwater Branch and in close consultation with other relevant divisions, regional offices and regional seas programmes

    Duties and Responsibilities:
    Strategic Planning and Development:
  • Develop a detailed resource mobilization strategy for both projects aligned with UNEP's Medium-Term Strategy and Programme work.
  • Identify and analyze potential funding opportunities from traditional and non-traditional sources.
  • Define clear targets, responsibilities and timelines for resource mobilization activities.

    Donor Engagement and Relationship Management:
  • Prepare at least 8 compelling concept notes and 3 funding proposals, tailored to specific donor requirements.
  • Support UNEP’s programme management officers and senior leadership to cultivate and maintain relationships with existing and potential donors, including governments, international organizations, private sector, and philanthropic foundations.
  • Organize and
    provide support to UNEP senior leadership, in HQ and decentralized offices, in high-level meetings, and donor briefings.

    Capacity Building:
  • Provide training and capacity-building support to MFWB staff on resource mobilization, proposal writing, and donor engagement. b. Develop and disseminate resource mobilization tools, guidelines, and best practices across the MFWB.
  • Coordination and Collaboration:
  • Work closely with UNEP divisions, regional offices, and project teams to align resource mobilization efforts with regional priorities and opportunities.
  • Support coordination with relevant UN agencies, intergovernmental organizations, and other stakeholders to leverage joint funding opportunities.
  • . Monitoring and Reporting:
  • Monitor and evaluate the effectiveness of resource mobilization strategies and activities.
  • Prepare regular progress reports, including analysis of funding trends and recommendations for adjustments to the strategy.
  • Building on previous project work relevant to project financing, provide technical support on project activities related to fundable project development, including donor landscape analysis and funding proposal preparation among others.
  • Support the collection of lessons learned and best practices on project financing for wider replication.

    Qualifications
  • Bachelor’s degree in environmental science, environmental management, international relations, or a closely related field is required.
  • Master’s degree in a related field is desirable Minimum of 10 years of relevant professional experience in resource mobilization, fundraising, and donor relations, with international organizations, is required Proven track record in developing and implementing at least 5 successful resource mobilization strategies is highly desirable.
  • Proven track record in successfully fundraising at least USD 10 million for the UN system is highly desirable Up to date knowledge of the current donor landscape related to UN system organizations, including conventional and non-conventional donors is highly desirable Excellent communication, negotiation, and interpersonal skills.
  • Strong analytical and writing skills, with the ability to produce high-quality funding proposals
