Org. Setting and Reporting

  • This position is located in the Transportation and Movement Integrated Coordination Centre, at the Regional Service Centre Entebbe (RSCE) in Entebbe, Uganda, within the Office of Supply Chain Management (OSCM), Department of Operational Support (DOS).

  • The Department of Operational Support was established to provide operational advisory services to client entities across the Secretariat, including other departments, offices away from headquarters, field missions, and regional commissions.

  • The Regional Service Centre in Entebbe, Uganda (RSCE), was established in July 2010, following the adoption of General Assembly resolution 64/269.

  • The Centre provides efficient, client-oriented and scalable services with the goal of moving transactional, non-location dependent administrative functions to the Centre from its client entities.

  • This includes transactional elements of human resources, finance, multimodal movement and control, personnel and cargo transport and information and communications technology (ICT) support.

    Responsibilities

    Within delegated authority, the Chief of Unit will be responsible for the following duties:

    Genera

    •Manage and supervise the operations of the Passenger and/or Cargo Unit in counsel with relevant partners in UNHQ and the Missions, develop and manage safe transportation and movements for missions in order to accomplish any required mission, mitigate risk and exposure to the Organization.

    •Plan the movement of passengers and cargo requested by the missions ensuring that safe, efficient and cost-effective movement support is provided.

    •Carry out a comprehensive need analysis of the regional movements from the data available and recommend transportation solutions including the consolidation of these needs and maximizing the utilization of available capacity.

    •Monitor and optimize all activities related to the movement of cargo and passengers in the supported missions with a view to minimizing costs through maximizing asset utilization.

    •Provide assistance and technical advice in all aspects of movement related matters and contribute together with all stakeholders to the development of long-term plans for improving movements.

    •Plan and contract strategic movements of passengers and/or cargo.

    •Gather information on the state of transportation infrastructure and conducting a needs assessment if required for the region and provide any assistance.

    •Obtain from the client missions the operational capacity of support equipment, and ongoing and planned projects.

    •Coordinate with the missions and relevant entities on the utilization of available assets when similar expertise is required around the same period of time.

    •Facilitate assistance to the management of movement plans and projects for field missions.

    •Through the client missions, identify the needs and compile the information and data of passengers and cargo

    •Advise the related entities on transportation and related technical training requirements for movements of personnel and/or skills in order to maintain the critical skill required to perform movements operations in the missions and develop local capacity of the host countries.

    •Organize training aids and facilitate certification programs based on identified needs in the missions and UNHQ policy directives.

    •Develop the unit SOPs and make recommendations for risk reductions and quality/cost improvements within the unit’s area of responsibility.

    •Establish the unit performance standards and improve the overall service quality/operational standards.

    •Contribute to the development of the costing of future annual plan.

    •Monitor expenditure related to unit and ensure that it remains within the approved annual budget. Contribute to the client missions’, the development of movement contingency plans.

    •Coordinate with other UN agencies, NGOs, government agencies for movement requests related issues requiring planning and analysis.

    •Manage and supervise the personnel in the Unit.

    •Oversee the development of training including professional training and career plans for Unit staff.

    •Carry out any other duties as assigned/required.

  • Knowledge of the process for large volume transportation programs; ability to prepare and negotiate transportation requirements with representatives of air, sea, and surface transportation contractors; understanding of regulations and requirements designed to ensure the safety of personnel and goods transported by contracted carriers; ability to
    perform research and to evaluate and integrate information from a wide variety of sources and to assess impact on transport operations; ability to use electronic spreadsheets (MS Excel) and Power point presentations; proficiency as an end user with databases (input of data and running of queries).

    Education

  • Advanced university degree (Master’s Degree or equivalent degree) in Supply Chain Management, logistics, business or public administration, transportation, management or other relevant area is required.

  • A first level university in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

  • A valid Dangerous Goods Certificate in accordance with the rules and regulations of the International Air Transport Association (IATA), the International Civil Aviation Organization (ICAO) and/or International Maritime Organization (IMO) is required.

    Work Experience

  • A minimum of (7) seven years of progressively responsible experience in administration and management of transportation and logistics is required.

  • Experience in at least (2) two modes of transport (air, sea, road, and rail) including the planning, coordination and executing of large-scale personnel and cargo movement operations at the international level is required.

  • A minimum of (2) two years creating and managing large scale movement plans for cargo and passengers is required.

  • Experience in the completion of hands on Technical Assessments including the handling of dangerous goods is desirable.

  • Experience in the assessment of contract proposals for movements at least two modes of transportation is required.

  • Experience working in a United Nations common system field presence (inclusive of peacekeeping operations, special political missions, agencies funds and programmes), or other similar international organization is desirable.

  • Experience working with ERP systems (SAP) for transportation management is desirable.

  • Experience in the management of Freight Forwarding (FF) and Third-Party Logistics (3PL) contracts is desirable.

  • Experience in supervising staff is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
