Introduction


The ILO Country Office for Ethiopia, Djibouti, Somalia, Sudan and South Sudan, and for the Special Representative to the AU and the ECA will be implementing a comprehensive sectoral intervention to advance decent work and inclusive industrialization in Ethiopia through the ILO Apparel and Textiles Programme.

A commitment to the textile and garment sector is part of Ethiopia’s broad Industrial Development Strategic Plan (2013-2025) to propel the country to middle-income status over the next decade.

Ethiopia has a nascent garment sector poised for rapid growth. While the sector represents opportunities for business, industrialization, job creation and inclusive economic growth, a concerted effort from various actors is required to realize this potential.

Through coordinated interventions at factory, sectoral and national level, this project aims to improve worker wellbeing and achieve higher industry productivity and competitiveness.

It provides an opportunity to promote and inculcate a culture of prevention and protection in the industry from its inception, while assisting the government, social partners and other major stakeholders in their efforts to develop social dialogue within and between the parties, and to improve wages and working conditions through sharing productivity gains, and promoting sound labour relations practices, and collective bargaining.

The following ILO units/programmes/branches will support this project: Labour Administration, Labour Inspection and Occupational Safety and Health (LABADMIN/OSH), Vision Zero Fund (VZF), Better Work (BETTERWORK), Inclusive Labour Markets, Labour Relations and Working Conditions (INWORK), Small and Medium Enterprises (SME), Global Programme on Employment Injury Insurance and Protection (GEIP), Multinational Enterprises (MULTI), Bureau for Employers' Activities (ACT/EMP), Bureau for Workers' Activities (ACTRAV).

Main Responbilities

  • The Monitoring and Evaluation Officer will be responsible for designing and implementing the M&E activities of the ILO Apparel and Textiles Programme and assisting the CTA in preparing quarterly/annual reports on project progress and will monitor the project activities on a regular basis using the various M&E systems of the programme components.
  • S/he will be responsible for the collection and analysis of different data in relation to the project activities, and will support the implementation of evaluations, impact assessment and related research efforts.
  • The Monitoring and Evaluation Officer works in close collaboration with all colleagues within the programme team as well as with colleagues within the ILO CO-Addis Ababa Office, colleagues at ILO Headquarters and representatives from government, private sector, non-government and civil society organizations.

    Reporting Lines

  • Under the overall responsibility of the Director of the CO-Addis Ababa office, the incumbent of the position will work under the direct supervision of the Chief Technical Advisor of the ILO Apparel and Textile Programme.

    Description of Duties

  • In coordination with the CTA. design and implement an M&E system for the ILO Apparel and Textiles Programme including a strategy and methodology for monitoring the programme’s beneficiaries, systems and tools for collecting and storing data, sources of data;
  • Take the lead in the
    design and implementation of the M&E plan for the project activities;
  • Assist and facilitate work planning workshops of the ILO Apparel and Textiles Programme and organize regular work planning review meetings;
    Conduct analysis and assessment of indicators and other information collected to measure project performance and achievements;
  • Collect data, manage and update for a baseline assessment and follow-up reviews;
    Contribute towards project documentation that includes lessons learned, good practices and recommendations for targeted pilot activities;
  • Provide substantial inputs and facilitation of the strategic planning and performance measurement activities of the project;
  • Contribute to technical progress reports and help plan and coordinate internal and external evaluations;
  • Develop and roll out M&E tools, policies and procedures required to monitor and evaluate the intervention;
  • In collaboration with M&E staff at HQ and using the various systems already embedded into the components of the programme, develop and implement effective reporting systems for storing and analysing M&E data and the preparation of key reports;
  • In collaboration with research staff at HQ and external research partners, support activities related to impact assessment research ,including the planning and implementation of quantitative surveys at factory-level, qualitative impact case studies, and interpretation and dissemination of research findings.
  • Support internal, external and/or independent evaluation of the project in line with both ILO and donor requirement
  • Collaborate with colleagues in the other components of the ILO Apparel and Textiles Programme programme in order to improve the effectiveness and efficiency of the overall programme.
  • Assist team staff with the M&E tools and support their use;
  • Perform other duties as required by the supervisor.

    Required qualifications

    Education

  • First Level University Degree in Economics, Business Management, Industrial Relations, International Development, Statistics, Law or any other related field.

    Experience

  • At least one or two years of professional experience in programme/project management, project administration, monitoring, evaluation or other similar field. Prior experience within an NGO or a UN sector would be an advantage.

    Languages

  • Excellent knowledge of English and good knowledge of Amharic.

    Competencies

  • Knowledge RBM tools, programme and budget, project administration and evaluation concepts and procedures
  • Experience with data base management software and statistical programming
  • Experience with data collection on mobile platforms such as tablets and smartphones
  • Experience with using collaborative, cloud-based platforms.
  • Experience with data visualization (Tableau, GGplot2, ArcVis,), especially geospatial data visualization
  • High standards of integrity, professionalism, personal discipline and impartiality
  • Knowledge of M&E methodologies, strategic planning, and results-based management;
  • Knowledge of quantitative and qualitative impact assessment research methods;
  • Good analytical skills;
  • Ability to conceptualise, plan, coordinate and conduct activities;
  • Ability to interpret project information and to identify and analyse problems with implementation;
  • Coordinate and conduct straightforward research work
  • Ability to work under minimum supervision
