Job Context:
The country has been engulfed in recurrent civil wars since 1965, precipitating into a protracted civil war between North and South Sudan lasting 2 decades, 1983-2004.
The civil war of 1983 finally led to the independence of South Sudan in July 2011, following a 99% vote on a referendum to separate North and South in January of that year. However, the death of Garang in a helicopter crash in July 2005 would become the curse of South Sudan’s long struggle for self-determination.
On 15 December 2013, violence broke out in South Sudan’s capital Juba, quickly spreading to Jonglei, Recent peace initiatives under the auspices of IGAD (Inter Governmental Authority on Development of Eastern and Horn of Africa countries) have led to signing of yet another Peace Agreement between SPLA/M and Opposition forces in Khartoum on 6th August 2018, but the likelihood of the agreement resulting in secession of armed conflict, hostilities among political actors and communities, and mass displacement of persons, which has been going on since 2013, is still in doubt.
HI is increasingly viewed as a leader in the South Sudan MHPSS humanitarian sub-cluster and in Disability Inclusion.
In 2015, HI facilitated the enactment of the South Sudan National Government Disability policy.
Under current programming, HI is working to facilitate enacting of a framework for dissemination and implementation of the policy, while rallying partners to enact and formalize a national curriculum and certification framework for psychosocial counsellors.
Under the 2019-2020 Country strategic plans, HI seeks to expand its portfolio in Protection, Education in Emergency (EIE) and Food Security and Livelihood - FSL while mainstreaming Disability inclusion and protection across all sectors.
HI has just secured a significant 2 year grant from DFID which will significantly enhance its presence in Eastern and Central Equatoria in MHPSS with disability inclusion programming.
The Protection and MHPSS Technical Coordinator position is therefore a critical function to HI programming at this juncture, seeking to deepen and increase the reach and impact of current MHPSS programming, while prepositioning HI to play a bigger and more visible role in Protection, EIE, and FSL, while exercising its lead role in Disability Inclusion.
The Protection & MHPSS Technical Coordinator works in close liaison and complementarity with the Emergency Coordinator, who handles operational and resource management aspects of projects. S/he reports to the Program Director (Country Director).
Your Mission:
Technical support:
Provide professional technical Support and guidance to projects on Protection and MHPSS projects (program strategy, assessments, evidence based project design, MEAL)
Participating in psychosocial and protection needs assessments for new projects to be developed/adaptation of the existing projects or during interagency rapid needs assessments.
Support and guide protection mainstreaming in other projects including EIE and FSL projects.
Monitor implementation of MHPSS and Protection projects against M/E and Logframes and guide teams in integration of lessons learned.
Lead the process of external project evaluation and audits –development of TORs, supervision of surveys and dissemination of results.
Research emerging opportunities for new Protection and MHPSS programming, and lead project design in line with HI strategy and South Sudan cluster priorities and trends.
Direct clinical support, guidance and assistance to the HI Flying Team project to provide psychosocial care to staff of other Humanitarian agencies, and to support PSS facilities and referral pathways in a more structured manner.
Promote synergy between HI MHPSS and Protection projects and other Projects including EIE and FSL.
Quality Mainstreaming of MHPSS and Protection sector
Analysing mental health, psychosocial and protection related existing resources (facilities, HR, level of education, equipment,…) and needs
in order to define the strategy together with the Emergency Coordinator, with the inputs of the PMs, other Technical Advisors and the coordination team.
Ensuring the technical relevance and quality of HI intervention related to MHPSS and Protection
Ensuring delimitation of the emergency psychosocial intervention and protection related issues
Ensuring comprehensive approach and coordination with the MHPSS and rehabilitation staff
Ensuring coordination and coherence of HI intervention amongst local and international actors, avoiding duplication and promoting complementarities.
Designing technical approaches, protocols and tools, training content and implementation, leaflets, IEC material, and other relevant documents and disseminate them among the mission upon prior consultation with Country Teams and HQ Technical Advisors
Contributing to HI overall Country Strategy and Operations
Participate in development and review of HI SS Country strategy and Program strategies.
Lead the drafting and guide the implementation of MHPSS and Protection strategies, informed from HI global and South Sudan humanitarian cluster strategies
Contribute to Country fund-raising efforts through participation in concept and proposal as well as donor reporting of MHPSS and Protection grants
Liaise closely with the Emergency Coordinator in Project design, implementation, monitoring and program review, while maintaining a professional and respectable distinction between each other’s’ mandate and roles.
Contribute to operational functions including MHPSS & Protection staff recruitment, induction and performance planning & review; quality assurance; and pursuit of value for money principle in procurement planning and products/service quality verification.
Advocacy, External Coordination and Representation
Representation and external coordination on South Sudan Humanitarian Protection and Health Clusters while cultivating the profile of HI and leading the MHPSS sub- cluster.
Continue to lead the already ongoing engagement with National Government and Humanitarian actors including DPOs (Disabled People Organizations) on enactment of a framework for implementation of the PWD National Policy as well as establishment of a National Curriculum and certification framework for MHPSS Counsellors.
Representation of HI towards local authorities at state level regarding MHPSS and Protection.
Collaboration with and capacity building of sister INGOs and DPOs in Disability inclusion including emergency MHPSS needs identification and referral.
Prepare and show case HI’s best practices or innovative achievements in MHPSS and Protection to high level forums such as Clusters, NGO Forum or Country Director’s forum to promote learning and influencing.
Your Profile :
Qualification(s):
BA/S Degree in Psychology, or in psychosocial field.
Postgraduate studies in Social Studies, Law, Justice, Conflict Resolution, Peace Education or Gender & Development desired.
Experience:
3-5 years of field experience in the psychosocial and Protection field in humanitarian sector at Program Coordinator level (or Project Manager for large operations), preferably in an emergency/conflict context.
Demonstrable experience in Protection sector is necessary

Characteristics of the Position :
Security remains a key factor in geographic targeting of operations in South Sudan.
Apart from IDP projects in Juba which are managed directly, most of HI’s programs in many parts of South Sudan are currently implemented through remote management, with international staff based mainly at the Country office in Juba, with regular travel to field by UNHAS air service.
The country mission has a safety and security protocol which emphasizes individual and team sensitivity and pro-activeness on security matters.
The protocol is reviewed periodically to match or anticipate emerging scenarios.
The security situation around HI bases and operational areas in Juba and field over the past 3 months has been ranked as 2-3/blue to orange colour bars (2 or blue is normal activities with increased caution and 3 or orange is movement restriction. International staff movements within Juba have a curfew between 9PM-6.00AM.
Office and residential accommodation are housed in one compound, and a number of residential facilities are used in common.
