    Duties and Responsibilities
    Under the supervision of the ROEA Programme Management Officer, as well as the Law Enforcement Expert, Drug Control and Crime Prevention Officer and the Adviser based in Angola, the Consultant will:
  • Preparing and delivering presentations on AML/CFT and related subjects, including preparations of concept notes and agenda and ensuring the successful implementation of training.
  • Drafting reports on AML/CFT capacity-building, mentoring, and national coordination activities expected to be completed under the project.
  • Drafting project monitoring and evaluation materials, implementation reports, activity evaluation reports, and impact assessment documents.
  • Drafting of research papers, concept notes, proposals analytical notes, reports and studies, including inputs to publications, relevant to AML/CFT to be used for future projects.
  • Designing data collection tools, analysis, and presentations of information, and preparing conclusions for project outputs and programmatic development.
  • Liaising with and maintaining contact with project partners to ensure timely delivery.
  • Providing substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participate in evaluations or research activities and studies
  • Organizing, coordinating and jointly delivering with legal expert capacity building workshops on national legislation in Kenya, Somalia, Seychelles and Tanzania including national AML/CFT Policies and Plans of Action
  • Liaising with Financial Investigative Units/Reporting Centers in Kenya, Somalia, Seychelles, Angola and Tanzania to monitor the implementation of mandates under relevant agencies.
  • Organizing and Coordinating consulting assignments, in collaboration with the legal experts and national counterparts, by planning and
    facilitating capacity-building workshops and outreach activities, through other interactive sessions and developing the action plan that the national counterpart will use to manage the change.
  • Contribute to the collection and analysis of data and identification of trends or patterns in Financial Investigations Capacity in Eastern Africa and Angola and providing draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
  • Developing guidelines, policies and measures, terms of reference, operational plans and work plans for the AML/CFT projects.

    Qualifications
  • Advanced university degree in criminology, law, political sciences, sociology or related discipline is required;
  • A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of two years of work experience in programme or project management support, technical assistance in legal matters or related areas, is required.
  • Experience in development of project documents, working papers, briefing materials and implementation reports is required.
  • Experience in conducting research in crime prevention and criminal justice issues. or a directly related field is required.
  • Demonstrated knowledge of UNODC mandate and Eastern Africa region areas is required.
  • Excellent planning and organizing skills are required.
  • Work experience within the United Nations system or a similar international organization is desirable.
