Org. Setting and Reporting

  • The United Nations Office at Nairobi (UNON) is the UN Headquarters in Africa and the representative office of the Secretary-General. We support programme implementation of the United Nations Environment Programme (UNEP) and the UN Human Settlements Programme (UN-HABITAT) globally, as well as the global Resident Coordinator System and other UN offices in Kenya, by providing Administrative, conference, Security and information services (www.unon.org).

  • The posts advertised are located in the Department of Security and Safety Service (DSS) at the Nairobi duty station. The United Nations Security and Safety Service (SSS) is responsible for providing security to delegates, staff, visiting dignitaries and other visitors. Under the overall command of the Chief of Service, Security and Safety Section, the Security Lieutenant is required to perform armed security functions and reports directly to the Security Inspector or supervising Officer. Within delegated authority, in coordination with the Deputy Chief and Assistant Chief of the section the Security Lieutenant will be responsible for the following duties:

    Responsibilities

  • Provide leadership to the team by; planning assignments of the members during scheduled shifts; give instructions to the members and ensure that uniforms, communications equipment, and other kits necessary for duty are provided and ensure that posts are properly and effectively manned and duties properly executed.

  • Organizes and manages the activities and operations of the Unit.

  • Inspects line-ups of officers to ensure that they are properly attired and equipped, as well as knowledgeable of the daily security requirements.

  • Assigns officers to areas and maintains contact with supervisory personnel and officers.

  • Directly supervises Unit personnel by delegating appropriate responsibilities and accountabilities and ensures that these are clear to each team member and allocates sufficient time and resources for completion of tasks, regularly monitoring and discussing performance and giving feedback and coaching to team members, acting as a role model, ensuring development and timely training of team and fairly appraises performance of team members.

  • Enforce safety and security in the UN Complex adhering rules and procedures are strictly followed; supervise Control Room duties to ensure that the electronic surveillance equipment is monitored and discuss reports of initial investigation with the Investigator.

  • Ensure safety and security of equipment and vehicles are in good working order, supervise operations in
    the event of accidents, both independently and in cooperation with other rescue services or the Nairobi City Council Fire Brigade, prepare reports after incidents, inspect mail and deliveries entering the Complex, keep 'bomb alert' plans and instructions up to date, conduct searches for suspicious items, conduct preventive searches in cooperation with the specialized services, liaise with the host country's de-mining services, respond to requests for assistance requiring First Aid and prepare reports.

  • Assures the proper maintenance of all relevant equipment and records.

  • Prepares and reviews incident reports of the Unit; guarantees that all incidents and complaints reported are effectively addressed.

  • Reviews all meeting and special event schedules to determine staffing requirements. Recommends inter-unit redeployment to resolve temporary personnel shortages.

  • Assumes command of emergency or heightened security situations until properly relieved.

  • Replaces Security Inspector as required.

  • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.

  • Assists with visualizations and updating information material such as web pages or brochures.

  • Performs other related duties as required.

    Education

  • Completion of High school diploma or equivalent is required.

  • Supplementary training in security or military is required.

  • Must have passed the United Nations Security Assessment Test and passed the security induction training by the Department of Security and Safety Services.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required.

  • Knowledge of another official United Nations language is desirable.

  • NOTE "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and " Knowledge of equals a rating of' confident" in two of the four areas.
