Org. Setting and ReportingThe position is located in the Regional Office for Eastern Africa (ROEA) with duty station Nairobi (Kenya).
The Programme Assistant will work under the direct supervision of the Global Maritime Crime Programme (GMCP) Programme Officer and the general direction and supervision of the Project Coordinator for the Indian Ocean of GMCP.
Responsibilities
Within assigned authority, the Programme Assistant will be responsible for the following duties:
Provide assistance in support of the planning and implementation of the Global Maritime Crime Programme (GMCP) activities.
Research, compile, analyse, summarize, and present basic information/data on specific programme/project related topics.
Compile, summarize and enter data on project delivery; develop related status reports, identifying shortfalls in delivery, budget overruns, etc., and bring to the attention of management.
Assist in the preparation and analysis of budget proposals.
Provide assistance in the interpretation of budget guidelines.
Review and coordinate submissions of programme proposals and budget estimates, ensuring that requisite information is included and justified in terms of proposed activities.
Prepare reports and ensure that outputs/services are properly categorized and propose adjustments as necessary.
Review delivery timelines and donor reporting requirements and assist in compiling information for preparing donor reports.
Serve as focal point for administrative coordination of programme/project implementation activities, involving extensive liaison with diverse organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g. travel arrangements, trainings, authorization of payments, disbursement of funds, procurement of equipment and services, etc.. Carry out relevant functions in SAP/Umoja in relation to programme operations.
Assist in the recruitment process and monitoring of contracts of long- and short-term staff, as well as technical assistance personnel.
Draft correspondence on budget-related issues and prepare and update periodic reports, graphic and statistical summaries, spreadsheets, etc.
Provide general office assistance. Respond to moderately complex information requests and inquiries.
Review, log and route incoming correspondence, set up and maintain files/records, organize meetings, workshops, and handle routine administrative tasks, such as maintaining attendance records, assessing telephone billing, etc.
Provide guidance/training to new/junior staff.
Performs other work-related duties as assigned.

Education
High-school diploma or equivalent is required.
Work Experience
A minimum of five years of experience in programme or project administration, including finance, budget, accounting, administrative services or related area is required.
Experience in working on technical cooperation projects is desirable.
Experience in running and completing procurements is desirable. Experience in spreadsheet and word processing applications is required.
Experience in working with an ERP system is required.
Experience in SAP/Umoja is highly desirable. Experience in grants, project and fund management related modules in SAP/Umoja is highly desirable.
Languages
English and French are the working languages of the United Nations Secretariat.
For the position advertised, fluency in English, i.e. oral and written proficiency, is required. Knowledge of another official United Nations language is an advantage.
Assessment
Evaluation of qualified candidates for this position may include a substantive assessment and a competency-based interview.
Special Notice
This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules.
All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.
Other Skills and Requirements
Passing the Administrative Assessment Support Test (ASAT) in English at Headquarters, ECA, ESCWA, UNOG, UNOV, ICTR, or ICTY or the Global General Service Test (GGST) is a requirement for recruitment consideration in the General Service category in the United Nations Secretariat.
The GGST is a proctored entry-level examination at the duty station. Any travel expenses incurred in order to take the examination are the responsibility of the candidate and will not be reimbursed by the Organization.
