This position is located in Finance and Budget Section within the Division of Administration of the United Nation of Economic Commission for Africa, Addis Ababa, Ethiopia.
The Finance Assistant will be working under the direct supervision of the Head of Payroll and Disbursement Unit and overall guidance of the Chief of Finance and Budget Section.
Responsibilities
Budget:
Provides support with respect to the review, analyses and preparation of the medium-term plan and its revisions.
Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
Assists managers in the elaboration of resource requirements for budget submissions.
Monitors expenditures and compares with approved budget; prepares adjustments as necessary.
Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.
Monitors integrity of various financial databases.
Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.
Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.
Claims:
Process and review payment requests for Individual contractors, Consultants, Vendors and Institutional Contracts through the creation ERP system documents
Process roster Travel Advance payments for Financial Authorizations for meeting participants
Process Expense Reports
Respond to enquiries raised by Individual contractors, Consultants, Vendors and Institutional Contracts
Liaise with cashiers, other divisions and banks regarding payments
Payroll
Maintain payroll Master data in ERP
Extracting, Analysing and uploading periodic payroll reports
Prepare and Follow-up Payroll payments
Review and process staff entitlement payments
Liaise and collaborate with all concerned parties to ensure Payroll process
Respond to Payroll related queries
Requirements
Knowledge of, and ability to apply financial rules, regulations and procedures in the UN environment. Knowledge, skills and ability to extract, interpret, analyse and format data across the full range of finance functions, including database management, claims and treasury operations.
Ability to identify and resolve data discrepancies
and operational problems. High school diploma or equivalent is required.
Additional study in Accounting and Finance related area is desirable.
Must have passed the United Nations Global General Service Test (GGST) administered by at Headquarters.
A minimum of seven years of work experience in finance, budget, accounting, administrative services, banking or related area. SAP experience is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.
Knowledge of another official United Nations language is an advantage.
